  2. First there was FY2004 • SURPRISE! You’re a UASI! • Initially was five localities (Hanover, Henrico, Chesterfield, Richmond, and Goochland) • Focused on communications needs • Radio cache (100 radios) • Mobile communications tower • AM radio station access • Public Alert systems • Coordination focused on radio specific issues that were relevant at the time

  3. Then 0200 came… • Richmond UASI was not funded in FY2005 • Partners left the table • Some coordination on other projects, but went back to business as usual • Single locality responsible for audits that followed

  4. Then, there was FY2008 • SURPRISE! You’re a UASI!!

  5. An exercise in quick thinking on our feet • Had 6 weeks to throw together IJs • All were based on projects that were indeed needed in the region • Limited in how we could continue that existence • Workload was falling to a few localities with little input from the majority • Understood the need to show WHY we needed “stuff”…not just to go buy “stuff” • Developed an IJ for FY09 to do a capabilities assessment of all 20 localities

  6. FY11 Swan Song? • Not hardly!! • Numerous accomplishments in our 2nd time around as a UASI • More regional collaboration • More partners coming to the table • Better coordination of other grant efforts • Excellent stewards of funds • Great bang for the buck
