Issue • Resource Entities must report to ERCOT by April 1 if Switchable Generation Resources have commitment in adjacent grid for months of July and August of that year (Protocol 16.5.4) • Per Protocol 1.3.1.1 (w) this information is confidential • SSWG base cases and ERCOT Planning studies typically assume Switchable Generation Resources are always supplying their power to ERCOT • If this assumption is faulty it could lead to the following issues: • Reliability – There may be transmission reliability constraints that the resource resolves that were not planned for with the resource (underbuild) • Economic – There may be transmission projects planned to resolve system congestion that are not necessary without the resource (overbuild) • Must also consider resources that are not switchable today but could become switchable in the future RPG
