FRAMEWORK LAW AND IMPLEMENTING REGULATIONS • The Framework Law (No 4703) on the Preparation and Implementation of Technical Legislation on Products” (Entered into force on 11 January 2002) • Regulation Relating to the Market Surveillance and Inspection of the Products (Official Journal No: 24643 of 17 January 2002) • Regulation on the Affixing and Use of the CE Conformity Marking on the Products (Official Journal No: 24643 of 17 January 2002) • Regulation on Conformity Assessment Bodies and Notified Bodies (Official Journal No: 24643 of 17 January 2002) • Regulation on the Exchange of Information on Technical Legislation on Goods and Standards between Turkey and the EU. (Official Journal No: 24715 of 3 April 2002)

TRANSPOSITION OF PED AND SPVD CRITERIA FOR THE APPOINTMENT OF NB’s • Regulation on Pressure Equipment - 97/23/AT (Entered into force on 19.03.2003 and became mandatory on 01.01.2004) • Regulation on Simple Pressure Vessels - 87/404/AT (Entered into force on 19.03.2003 and became mandatory on 01.01.2004) • Communique For The Appointment Of Notified Bodies, Recognized Third-party Organizations and User Inspectorates in accordance with the Regulation on Pressure Equipment (Entered into force on 24.2.2003) • Communique For The Appointment Of Notified Bodies in accordance with The Regulation on Simple Pressure Equipment (Entered into force on 24.2.2003)

PROTOCOL BETWEEN MIT AND TURKAK APPOINTMENT OF TURKISH NB’s FOR PED AND SPVD • A Protocol between the Ministry of Industry and Trade and Turkish Accreditation Agency (TURKAK) was signed on 18 April 2003 for the evaluation of THE competence of notified bodies to be designated by the Ministry will be evaluated by TURKAK. • In accordance with the approval report of TURKAK, MIT decided to designate: • Turkish Lloyd Foundation NB for PED and SPVD • Turkish Standardization NB for PED • Institute (TSI)

MARKET SURVEILLANCE • Establishment of Market Surveillance Coordination Commission within the Ministry • Preperation of Market Surveillance Strategy • Preperation of Quarterly WorkingPlans for Market Surveillance • Establishment of Market Surveillance Database and Network Connecting Central and Provincial Offices of the Ministry - “sanayi.net.tr”

EU SUPPORTED PROJECTS FOR PE SECTOR • Turkey-EU Financial Cooperation Programming 2003 - “Support to the Turkish Conformity Assessment Bodies and the Ministry of Industry and Trade in the Implementation of some New Approach Directives” Project. • Supply of Equipment for CABs operating in pressure equipment sector • Twining with Germany, United Kingdom and Austria for the implementation of several New Approach Directives including PE Sector

  7. PRESSURE EQUIPMENT SECTOR IN TURKEY • Pressure Equipment Industry is represented by the “Association of Boiler and Vessel Manufacturers”. Total number of boiler and vessel producers in Turkey is about 350. Majority of them are small and medium sized enterprises and 10 of them are already exporting their products to the EU market. • “Technical Committeefor Pressure Equipment (BASTEK) has been established by the Ministry
