Q 1: LEARNINGS • - Need for work in three inter-related levels: local policy-making, institutional and community level • Need for involvement of rights-holders and duty-bearers into all processes of project design, implementation and evaluation • Need to clarify expiry date for UNICEF funding – need extension

  3. Q2: UNDERSTANDING VULNERABILITY • City-wide strategies: A number of city/local development strategies (e.g. Mid-term local development strategy 2010-2015, long-term local development strategy until 2020, City plan of Action on implementation of Strategy of Activization of women in RT 2011-2020, City Plan of Action on children issues on implementation of related National Plan of Action, NAP on juvenile justice reform 2010-2015, Programme on Youth of city 2012-2015, etc) • Existing mechanism for citizens participation/involvement into policy-making (Coordination Council within mayor’s office in Dushanbe on realization of activities on political situation, advancement of HR, crime prevention, and improvement of patriotism) • Intervention sites: all districts within the city, but focus on most deprived/most insecure areas within these districts

Q3: PARTNERSHIPS We need involvement and participation of: • Beneficiaries: women, youth, girls and boys • Diff departments within Mayor’s office, incl health, education, religion, women’s issues, children’s issues, youth issues, etc., Parliament city commissions on women, children, youth issues, City Center for Women, City Center of Youth and Children development; • Social service providers, crisis centers, NGOs, legal aid centers, youth organization, etc. • Association of jurists, justice sector, prosecutors, police, etc. • UN Women, UNCIEF, Resident Coordinator, other UN agencies, OSCE • Research institutions, Institute for strategic research, academia, mass media, • Private sector, mobile companies, etc • Women community leaders, youth leaders, community leaders representing youth and children issues • We have to address a challenge of no UN-Habitat

Q4: 5yrs WORKPLAN – RESULTS RESULTS TO BE ACHIEVED in 5 YRS: • Increased participation of vulnerable groups (women, youth, children) in city planning for elimination of violence in public spaces • Increased resources, services by key stakeholders for women, children and youth for addressing violence in public spaces • Improved safety for women, girls, boys and youth • Decreased crime level against women, children and youth and delinquency of youth • Improved infrastructure for safety women, youth and children • Better data collection of issues of violence in public spaces against women, youth and children

Q4: 5yrs WORKPLAN – INTERVENTIONS KEY INTERVENTIONS for 5 YRS: • Scoping study and baseline collection • Amendments into local development plans and city level improved coordination • National level advocacy for policy change • Infrastructure improvement for safety • Access and quality of services expansion: community policing, services for vulnerable women and children, and youth, recreational centers for young and children • Capacity development of rights holders an duty bearers • Data collection on different forms of violence against women, children and youth • Awareness raising campaign, esp among men and boys • M&E

Q5: 2012 WORKPLAN • Scoping study for issues identification, incl mapping of what resource exist • Mapping of partners, institutional and local development frameworks (to be done by UN/City Mayor) • Mapping of gaps in social services • Baseline creation • Steering committee with national partners and UN inter-agency coordination mechanism (MoU) • Conduct inception phase consultations and Develop Project Document • Fund-raising • Initial consultations, advocacy and awareness raising • Capacity development for service providers
