  2. Civil Defense Azerbaijan has established a civil defense organization that works from the national level down to the communities where the civil defense forces are located. The program is a joint military and civilian effort by Azerbaijan, the plan includes both a civilian and military organization. The civil defense organization is structured so that the National Civil Defense Coordinator is the key representative forthe civil defense forces throughout the country and he falls under the responsibility of the Interior Ministry. 2-2

Transition to War Azerbaijan General Defense Plan Azerbaijan Ministry of Defense (MOD) Mission Statement On order, Azerbaijan forces defend in sector along the Southern border with Ahurastan to defeat Ahurastan forces and protect and maintain Azerbaijan pre-war borders and territory. This overview provides general information on the Azerbaijan Defense Plan, the Azerbaijan order of battle, and an assessment of the Azerbaijan Army’s capabilities. 2-6

  8. Azerbaijan Commander’s Intent Purpose: Defeat Ahurastan aggression south of the KURA and ARAKS rivers and maintain the integrity of our territory. Key Tasks: • Defeat the attack • Protect the Capital • Protect civilians • Restore territorial integrity End state: Ahurastan forces defeated, then cleared from Azerbaijan territory; the border is restored with our forces prepared to defend against additional Ahurastan attacks; the citizens of Azerbaijan are secure and daily life returns to normal. 2-8

Azerbaijani Defense Plan Concept • Azerbaijan will conduct operations in three phases: • Phase I - Pre-conflict preparation and transition to war: M-day to D-day • Azerbaijan territorial brigades establish tactical zones of defense along the border; first echelon forces prepare positions and obstacles along the international border to disrupt and delay Ahurastan forces and to prevent Ahurastan forces from establishing river crossings along the ARAKS and KURA Rivers in order to facilitate coalition counter-offensive operations. • 1st Mechanized Division with the 1st AT Regiment prepare defenses north of the KURA River to defeat Ahurastan penetrations oriented on BAKU in order to protect the capital region and the oil resource areas. • Combined Air Forces (CAF) patrols the border until H-hour to prevent enemy aerial reconnaissance from detecting Azerbaijan dispositions (CAF comprises the Azerbaijan Air Force and the Turkish F-16 squadron in BAKU). 2-9

Phase II - Defense: D-day to D+15 (estimated) • 5th, 6th, and 7th AZ Territorial Brigades defend along the Azerbaijan-Ahurastan border to the KURA River to disrupt Ahurastan attack and deny enemy crossings into Azerbaijan by reinforcing natural and manmade choke points. • 10th, 11th, and 12th AZ Territorial Brigades in the second echelon tactical defensive zone will occupy Attack Positions and be prepared to defeat penetrations of forward brigades. • 1st AZ Mech Div with the 1st AZ AT Regt defeat penetrations north of the KURA River in the East to protect BAKU and the oil resource areas. • The 15th and 16th AZ Territorial brigadesestablish a second echelon defensive zone north of the KURA and ARAKS Rivers in order to retain sufficient maneuver space for commitment of coalition land maneuver forces and as required, defeat penetrations of the first echelon tactical zone of defense. • The 14th AZ Territorial Brigade provides LOC and pipeline security between BAKU and GANJA YEVLAK. • The 8th AZ Territorial Brigade defends to preserve the NAKHCHICAN province. • At H-hour, Combined Air Forces (CAF) establish local air superiority over Azerbaijan territory and begin interdiction of Ahurastan first-echelon maneuver forces (CAF comprises the Azerbaijan Air Force and the Turkish F-16 squadron in Baku and any other coalition Air Forces in theater). Fires will be employed primarily to place counterfire on the Integrated Fires Command (IFC) and first-echelon division assault forces. Azerbaijani Defense Plan Concept – Cont’d 2-10

Azerbaijani Defense Plan Concept – Cont’d • Phase III – Counterattack/establishment of borders and conflict termination: D+15 to D+30 (estimated) • Azerbaijan forces defend along the KURA River and secure ground LOCs to facilitate coalition force employment. • Coalition JTF maneuver forces complete staging operations vic GANJA and KIROVABAD and counterattack to destroy remaining Ahurastan forces within Azerbaijan territory in order to restore the territorial integrity of Azerbaijan. • Combined Air Forces (CAF) establish local air superiority over Azerbaijan territory and begin interdiction of Ahurastan IFC C2 nodes and fires assets. Coalition artillery provides SEAD to protect CAF and rotary wing assets. 2-11

It is a smaller formation and generally considered more manageable and flexible than the former Soviet regiment and divisional structure. The evolving brigades usually consist of two to four operational battalions. The Azerbaijan Army is a better organized and more professional service than it was in the mid-1990s it has made significant improvements in its training and morale due to participation in NATO’s Partnership for Peace (PfP) program and interaction with NATO Armies. The Army has been hindered by corruption in the past but it has been greatly reduced over the last 10 years. The quality and readiness of much of the army's equipment has greatly improved over the last 10 years as well due to the use of hydrocarbon profits to buy spare parts. Much of the older-generation equipment is is gradually being upgraded and modernized. However, the readiness levels and operational capabilities still vary between units. The 1st AZ Mechanized Division and 1st AZ AT Regiment appear to have the greatest capability and can effectively conduct maneuver warfare. The territorial brgades are less operationally ready and only one of the battalions in each brigade is generally capable of conducting motorized or mechanized operations. • The 5th AZ and 10th AZ Territorial Brigades are located in the Talysh region in the south,the 14th AZ Territorial Brigade is in the Lezgin region in the northeast, the 8th AZ Territorial Brigade is in NAKHCHIVAN, and the remaining territorial brigades are currently based along the NAGARNO-KARABAKH border where they conduct border security and man checkpoints. Most brigades are garrisoned in local villages and they draw their supplies from the local area. Movement of these brigades from their peacetime locations to their proposed defensive wartime positions would be a challenge to the Army. With only a logistics company per brigade, sustainment outside the unit’s garrison locations would not be possible without Coalition support. The 1st AZ Mech Division and 1st AZ AT Regiment currently provide security in BAKU (Capital Defense) and patrol the oil region. Movement to the KURA River line would be less of an obstacle but logistics is still limited with the only support provided by the 1st Sustainment Brigade. Azerbaijan Army Assessment 2-16

  17. Azerbaijan Army Assessment – Cont’d • 10% of serving personnel desert. Another 5% of the total number of conscripts are constantly in hiding. As a result, the army has been undermanned. Consequently, Azerbaijan was forced to extend the service term for sergeants and soldiers illegally and this has brought about an increase in the number of deserters and poor discipline. This number problem is being rectified and the desertion rate has been reduced by 10% over the last 10 years. In particular, instead of 18 month enlistments that are stipulated by the law, servicemen have to serve 36 months. Enlisted soldier living conditions are improving which has helped to improve morale and reduce desertion rates. 2-17

The missions of the Azerbaijan Air Force is the protection of the country’s borders, troop transport, close air support for ground forces, and protection of key infrastructure such as political and economic targets. The Azerbaijan Air Force fields an estimated force of 8,000 that operate approximately 110 fixed wing aircraft and 40 helicopters. It operates from military and civilian airfields all over the country, though the Baku area contains the two largest military airports. The Azeri fighter aviation regiment is located at the Rimzi Airbase on the Hachzi peninsula. • Azeri pilots possess a respectable reputation for their flying skills with the ability to conduct deep strikes. Even with the heavy Russian influence on the Azerbaijan Air Force doctrine and tactics, the Azerbaijanis can adapt to a changed environment. Recent operations and training with Western air forces have exposed Azeri airman to non-Russian ideas about flexible and adaptive operations. • Due to its small size and ability to increase its flight hours because of a great operational budget, the Azerbaijan Air Force maintains a high level of training and a 94% operational readiness rate. The Azerbaijan Air Force operates equipment and weapons based on technology from 10 to 20 years ago. The infusion of funds from high hydrocarbon export revenues has allowed Azerbaijan to upgrade some Air Force systems to newer capabilities. The Azeri Air Force can conduct 24-hour operations in all weather and over all terrain. The Azeri Air Force could be deadly in a regional conflict and is best suited for defensive operations. • As with many other nations, Azerbaijan’s strategic and operational level air defense is the responsibility of its Air Force. By regional standards, Azerbaijan maintains a robust Anti-Aircraft Artillery (AAA) and Surface-to-Air Missiles (SAM) capability likely supported by the Russians. It is equipped with SA-2 SAMs, SA-3 SAMs, SA-5 SAMs, SA-4 SAMs, SA-8 SAMs, SA-13 SAMs, SA-7 man-portable SAMs,ZSU-23-4 guns, and 14.5-100mm guns. Azerbaijan Air Force Assessment 2-21

  23. Azerbaijan Navy Assessment • The Azerbaijan Navy patrols the Caspian Sea, its main responsibility, with a small force. It also secures the nation’s coastal waterways, conducts anti-smuggling operations, and protects the hydrocarbon infrastructure in the Caspian Sea. The Azerbaijan Navy maintains its headquarters in Baku. It is heavily influenced by Russian naval doctrine. The Azerbaijan Navy would likely employ hit and run tactics if attacked by larger Caspian Sea naval powers. • Its prime focus will always be preserving its capability to defend Baku and the off-shore hydrocarbon fields. The missions of the Azerbaijan Navy are defensive patrolling of coastal areas, ant-smuggling operations, defensive mine laying, insertion/extraction of special operations forces, and protection of isolated oil rig platforms. • The Azerbaijan Navy has 39 surface craft with no submarines or major surface ships. It operates a variety of attack boats, patrol boats, submarine chasers, minesweepers, and amphibious squadrons. It also fields a small naval Special Operations Forces (SOF) with harbor salvage and clearance capabilities. It can operate in all seas and conduct 24 hour operations. • Based on its small size and recent purchase of new equipment reducing the likelihood of maintenance problems, the Azerbaijan Navy operates a well trained force at an average overall 93% operational readiness rate. • It is expected that Azerbaijan will continue to purchase new equipment, such as mine countermeasure ships, increase SOF capabilities and improve its amphibious force. 2-23
