Finance: What’s the current position? – 2010 financials • Good news – approx. € 1.4 million income for staff time from all projects booked in 2010 • Approx. €325k above budget in 2010 • €800k booked since financial presentation in Dec • 2010 deficit no longer expected to be € 880k as forecast • Due to above staff time and under expenditure on many budget lines • Will be below original 2010 budgeted deficit of €550k • Reserves at year end likely to be just below €2 million

Finance: What’s the current position? – external factors • Dutch government cuts to development activities in 2011, as announced in December 2010: • NFP fellowships and NICHE Projects • NGO’s • International education (SAIL) institutions – 2011 subsidy cut of € 5 million to total budget for SAIL • Some cuts have been officially notified but SAIL institutions have not YET been informed • NFP fellowships 15% cut in 2011, change in allocation system in 2011, possible change in program from 2012 • NICHE/NPT – 23% cut • NGO’s additional cut, also IOB

  4. Finance –what’s the current position? ISS budget 2011 • EUR executive board confirmed ISS budget 2011 in January • Budget 2011 expects € 240,000 surplus. Surplus to build up reserves: for later investment in research, Phd programs, innovation etc. • First forecast for 2011: expected to be breakeven instead of surplus due to ISS related matters, NOT government cuts • Positive factors outweighed by negative: • Negative: +/- 30 fewer NFP fellowships 2011/2012 (not definite) • 15 fewer MA students in 2010/2011 • Positive: extra income and reduced costs already found!!

Finances in 2011 • Objective: return to budget € 240,000 surplus • Excludes possible core subsidy cut in 2011 • Reduce expenditure by above amount : • Make cuts which can be effected immediately - € 240,000 • Budget cuts for all offices and staff groups: budget line will be discussed with budget holder • Defer filling planned vacancies • Vacancy freeze – new vacancies will NOT be automatically filled • Beyond 2011, choices will be made on basis of strategy • Need to avoid unnecessary expediture and stay within budget • Increase income where possible • Longer lead time – impact more likely in 2012

Finances • Additional cuts are expected due to the size and pace of core subsidy government cut – main impact from 2012 onwards • Changes in focus due to revised strategy will result in investment in certain budget lines but therefore also reduction in others • Cuts will be defined once govt core subsidy cut officially notified and in line with the revised strategy • Focus on increasing income remains necessary • completing Phd’s on time and increasing tuition income • Achieving these goals => reduce the magnitude of future cuts

Personnel related matters • 6 expiring employment contracts in 2011 will not be automatically terminated • Reorganisation in 2012, preparation in 2011 • Also changes in organisational structure as a result of strategic review • Cuts are still expected due to: • Personnel costs already 101% above core subsidy, instead of ISS norm of 90-95% • Cuts to ISS core subsidy will worsen this ratio • Pace of government cuts to core subsidy compared to the number of ISS retirements

Personnel • Reorganisation – 3 stages: • Reorganisation proposal – for advice • Reorganisation plan, including headcount plan - for approval • Official notification to individuals that job is at risk (10 months notice) • Parties involved in decision-making: • EUR Executive board • ISS institute Council – reorganisation proposal and plan • University Council – reorganisation proposal • Trade unions (EUROPA) – reorganisation plan (and therefore social plan) • Timeframe: not yet specified, can take as much as 18 months before individuals can be notified

Personnel • Will follow and adhere to all formal steps and requirements • General information on EUR reorganisation code on EUR website • Regular and timely general information from IB at all staff meetings wherever possible. Also via EZnet • Individual situation will only become clear after formal steps have been completed
