  2. Waste Tire Facility (WTF) Permits • Minor Waste Tire Facility Permit • For operations that will store less the 5,000 tires • Major Waste Tire Facility Permit • For operations that will store 5,000 or more tires

  3. Minor WTF Permit Application • CIWMB Forms 500- 503 must be submitted • 500--Permit application • 501--Operation Plan • 502--Environmental Information • 503--Emergency Response Plan • Local vector control & fire approval • CEQA, Zoning

  4. Major WTF Permit Application • All the requirements for a minor, plus: • Form 504-Closure Plan • Financial Assurance Mechanism that is adequately funded • Operating Liability Insurance • Reduction Elimination Plan

  5. Permit Time Lines • Accept or reject within 30 days receipt • Deny or issue permit within 180 days of application acceptance • 365 days when Board must prepare EIR

  6. Permit Trivia • April 29, 1998 Board delegated minor WTF permits to the executive director. • Controversial minor WTF permits are to be brought before the Board • Thirty-two (32) minor WTF permits • Major WTF Permits are heard by the Board • Five (5) major WTF permits www.ciwmb.ca.gov

  7. Consideration of the Approval and Issuance of a Major Waste Tire Facility Permit for the Tri-C Tire Recycling Facility Located at 8588 Thys Court in the City of Sacramento. Board Agenda Item No. 14 Agenda Item No. 14

  8. Site History • Total Tire Recycling • 1996-2002 • 10,500 maximum tires allowed • Tri-C Tire Recycling • 2002-Present 4,999 max • 2005 difficulty staying within permit limits • Current proposal to store 10,500 tires Agenda Item 14

Operations • Registered hauler, generator, & permitted end use facility • Collect/Transport tires to facility • Resale good used tires • Shred tires • ADC at L&D Landfill • Civil engineered uses (Yolo LF) • Feedstock for production of crumb • Landfill shreds that can’t be reused Agenda Item 14

  10. 2005 Grant • $250,000 to finance new granulator • Increase crumb rubber production • Enhance safety wall • Diversify product for soil erosion control, pallets, sport fields, & rubber flooring Agenda Item 14

  11. Staff has determined that all requirements have been met including: • Fire Standards, indoor & outdoor • Financial Assurance & Operating Liability • Waste Tire Storage Standards • CEQA has been satisfied Agenda Item 14

  12. Staff’s Recommendation • Adopt Permit Decision No. 2006-67 • Issue WTF Permit No. 34-TI-0598

Progressive Enforcement • Area of concern, only if first time offense • Violation & NOV issued • One-time NOV Extension • ONLY if significant progress is being made • Refer to state, unless approved otherwise • Cleanup and Abatement (for facility violations) • Administrative Complaint ~ Fines

  15. Pre-permit inspection • Prior to accepting an application package for a minor or major WTF permit
