Juvenile crimes in Italy: STATISTICS Number of Juveniles reported to the Judicial system: 2008: 38082 2012: 36254 ( - 5,2 %) Main crimes committed by minors: 2010 2013 Homicides: 31 19 Assaults: 2354 2305 Criminal damages: 2099 1887 Sexual assaults: 868 237 Thefts: 8589 10374 Robberies: 1629 1926 Drug: 2772 3092

  3. Juvenile perpetrators : ASPECTS • 30 % are immigrant, more present in the urban areas. Many of them are without family ! Main crimes: thefts – drug. • Differences in number and types of crimes are related to differences such as economical, educational and social factors; • Italian juveniles present high incidence of crimes linked to the, so called “welfare disease”: assaults – drug – sexual crimes – baby gangs.

  4. Convention on the Rights of the Child U.N. General Assembly resolution 44/25 (20.11.1989) States shall take all appropriate legislative, administrative, social and educational measures to protect the child from all forms of physical or mental violence, injury or abuse, neglect or negligent treatment, maltreatment or exploitation, including sexual abuse;

  5. THE RIGHTS OF THE CHILD : PRINCIPLES • a child is a human being below the age of eighteen years; he/she is entitled to special care and assistance, including appropriate legal protection; • In all actions concerning children, the best interests of the child shall be a primary consideration;

  6. ITALIAN APPROACH TO JUVENILE CRIME PREVENTION • A LEGISLATIVE FRAMEWORK EMBRACING THE PRINCIPLES STATED BY THE U.N. : CONVENTION OF THE RIGHTS OF THE CHILD: • THE DEVELOPMENT OF PARTNERSHIP STRATEGIES BETWEEN THE POLICE, THE COMMUNITY AND PUBLIC AND PRIVATE INSTITUTIONS.

  7. 1991: ITALY HAS RATIFIED THE U.N. CONVENTION ON THE RIGHT OF THE CHILD 2011: THE ITALIAN STATE POLICE HAVE SIGNED WITH U.N.I.C.E.F. A MEMORANDUM OF COOPERATION FOR THE FULL APPLICATION OF THE CONVENTION PRINCIPLES.

  8. THE LEGISLATIVE FRAMEWORK Law for Juveniles N.° 448 / 1988 • Whenever involved with criminal legal procedures minors are supported by specific Units of the Ministry of Justice (“Social Service Office for minors”);   • The Judge may grant to Juveniles a “period of probation” (more than 85% of success = not relapsing of crime )

  9. POLICE STRATEGY RELATED TO JUVENILE CRIME PREVENTION • Special efforts directed to protect the Juveniles; • Development of partnership with the aim to prevent crime and the causes for it;

TO PROTECT THE JUVENILES: • Specialized Units with expert Officers working directly with the Public Prosecutors ; • Criminal Investigative Units having specialized Units to investigate cases involving minors: Child Neglection cases; Pornography And Prostitution; Exploitation Of Child Labour; Sexualabuses; Narcotics; Mistreatment of Juveniles; Bullying cases at school; etc.

  11. CRIME PREVENTION AND PARTNERSHIP The Italian State Police have developed projects and activities in partnership as instrument of crime prevention dedicated to the Juveniles. Some examples……..

  12. Safer Internet Day Partners: the Police, the Ministry of Education, the “Authority for the Guarantee of the Childhood” (partner of UNICEF) Goals: to explain to the Juveniles the risks of Internet and, particularly, the problem of “cyber-bullism”

  13. »Una Vita da Social»(Living the Social Network) An initiative dedicated to explain to the students the dangerous aspects of the “web”. With the participation of famous “show people” Partners: the Police, the Ministry of Education, and actors

  14. “EducazioneallaLegalità”(EDUCATION TO LEGALITY) Partners: Police, Ministry of Education, Municipalities and UNICEF Meeting with the students to educate to legality With the participation of “ sport stars ” and “ TV stars “

  16. «Lezioni di Legalità con il Sindaco»(Legality lessons with the Mayor) Partners: the Police and the Municipalities. Meeting with the students, the City Mayor and the Police to enhance the trust of Juveniles toward legality and the Institutions.

  17. «Crescere Insieme»(Growing up together) Partners: Police, Ministry of Education, UNICEF and Province of Lecce Education to road safety, for students

  18. “ Poliziottoun amico in più ” (POLICE OFFICER: A FRIEND MORE) Partners: the Police, the Ministry of Education and UNICEF To explain to the students the concept of Community Policing (Polizia di Prossimità) educating to legality, respect of human rights and tollerance

  19. “Un PassoIndietro Per Andare Avanti”(A STEP BACK TO ADVANCE) TV spot with the contribution of the “rugby national team” for the education of legality within the railway stations and on the trains.
