  1. The challenge of the Water Framework Directive Implementation Patrick Murphy Water, Marine and Soil Unit Environment Directorate General

  2. Content • Water Framework Directive • Common Implementation Strategy • Testing in Pilot River Basins

  3. Content • Water Framework Directive • Common Implementation Strategy • Testing in Pilot River Basins

  4. Key elements • protecting all waters, surface and ground waters in a holistic way • good quality (‘good status’) to be achieved by 2015 • integrated water management based on river basins • combined approach of emission controls and water quality standards, plus phasing out of particularly hazardous substances • economic instruments: economic analysis, and getting the prices right - to promote prudent use of water • getting citizens and stakeholders involved: public participation

  5. Surface waterNo deterioration; Good ecological, chemical status; phase out hazardous substances; Restoration Ground waterNo deterioration;Good qualitative and quantitative status; Balance between abstraction and recharge; Restoration of polluted waters Protection zonesRespect all norms and criteria for the protection zones Environmental objectives

  6. Concept Measures under Water Framework Directive Coordination of all other measures • drinking water bathing water urban waste water nitrates IPPC & other industry discharges chemicals pesticides biocides landfills sewage sludge

  7. 2003 - Transposition into national legislation 2003 - Identification of River Basin District 2004 - Analysis of pressures, impacts, use 2006 - Monitoring programmes operational 2006 - Start Consultation with public 2009 - River Basin Management Plan 2010 - Pricing policies 2012 - Programme of measures operational 2015 - Environmental objectives Implementation timetable

  9. River basins in Europe

  10. Shared challenges • Ambitious objectives and demanding timetable • Risks of wrong application because of complexity of the technical requirements • Large shared river basins (Danube, Rhine, Elbe, Odra) • Capacity of administrations => New implementation strategy required

  11. Activities Information exchange and raising awareness (2002-ongoing) Developing guidance documents (2002) Geographical information systems (2002/2003) Testing in pilot river basins (2003/2004) => Manual for integrated river basin management (2004/2005)

  12. State-of-play • Progress to date: • Finalisation of 13guidance documents and fourtechnical reports • Setting up of pilot river basin networkcurrently 15 pilots in 18 countries • Establishment of extensive expert network • Increasing awareness through numerous activities
