7. Public Infrastructure (PI) Program Purpose • For public infrastructure projects that FEMA or other funding sources will not fund, but which are nevertheless critical to recovery and for which communities need state assistance in developing/managing projects. Public Infrastructure Program

8. Eligible Applicants • Local governments defined as entitlement or non-entitlement cities/counties within the 41 eligible counties. Public Infrastructure Program

9. Funding Available • $43,605,988 • Goal of minimum of $500,000 in each county • Maximum of $750,000 per application • Minimum of $50,000 per application Public Infrastructure Program

10. Eligible Projects • Eligible project types include: • water/sewer systems, • storm drainage systems, • levee systems damaged by storm/ flood in 2008, • generators for public utilities and • roads and bridges needing restoration Public Infrastructure Program

11. Eligible Activities • Engineering and Design • Property Acquisition • Rehabilitation/Construction of Public Infrastructure • Reimbursement for Completed Projects Public Infrastructure Program

15. National Objectives Under the CDBG Program • Primarily benefit low/moderate income (LMI) persons • Meet an urgent need • Prevent or eliminate slums and blight National Objectives

16. Low and Moderate Income(LMI) Area Benefit • Activities that benefit all residents of area • Must determine service area of activity • Area must be primarily residential National Objectives

17. LMI Area Benefit (cont) • Area must be at least 51% LMI persons • Document through census data or income survey National Objectives

Urgent Need National Objective • Used to address emergency situations • To meet the urgent need test: -- Existing conditions pose serious & immediate threat to health/welfare of community -- Existing conditions are recent or recently became urgent -- Recipient cannot finance on its own -- Other funding sources not available National Objectives

Slum and Blight Area Basis • Activities designed to address dilapidated physical environment • Not based on income of residents • Must be defined area & meet definition of slum/blighted area under state/local law AND • Public improvements in the area are in a general state of deterioration or at least 25% of properties meet specific conditions of blight National Objectives
