Reasons for Hope Colombia October 2012 • Target Group • Decision – makers and Publicservants • Social Organizations • Guilds • Academician • Media and opinion-formers • Main topics • Colombia is more rural than what it seems to. • The fundamental stage of the conflict has been the rural world and its principal victims are rural villagers. • Colombia will not advance in its HD if the rural conflict is not solved and this is a matter that is up to the State and to the society as well. Above all, to those who live in the cities. Actividades de Proyecto • Contribute to the national and international debate on rural reform that needs Colombia. Impact/ Expected Results • The 2011 NHDR recommendations discussed and significantly incorporated in the national development plan, regional plans and programmes of action of the rural social movements and civil society organizations. • Building process of agreements on sensitive rural public agenda to the differential treatment for vulnerable populations and with a gender perspective. • Territorial offices of UNDP trained on the implementation of the recommendations of the ONDH MONTH/ YEAR

Strategy of dissemination and impact INDH 2011 Colombia Octubre2012 APPROACH AND INNOVATION • Our starting point is the belief that while there is freedom and pluralism, the media remain the privileged stage where public dialogue takes place; it is the place to draw the community map; it determines who are available to the public; what is the urgent, the important and the routine; how much time or how often refers to a matter, or how much to inquire about it. • The fact that media is a privileged stage for the public dialogue to take place does not mean that they are the only scenario. Here comes a first institutional demand: identify and take seriously other scenarios in which defined and built the public agenda. • The strong presence of the report on the public agenda depends not only on the square centimeters in the newspapers or in the minutes accumulated in radio and television but also of the quality, relevance, opportunity, plurality and accuracy of the information that allegue, order and made public. It is about to mobilize others in pursuit human development, based on their findings and recommendations and the active inclusion in the flow of information between those who know and those who make the decisions. Estrategia de difusión e incidencia INDH 2011 Colombia Octubre 2012 APPROACH AND INNOVATION • El INDH 2011 está acompañado de Cinco Cuadernos temáticos sobre la situación y las propuestas de solución para: desplazados forzosamente, mujeres rurales, pueblos indígenas, campesinado, y afrocolombianos. • Como parte de la estrategia general se han hecho lanzamientos a los Cuadernos temáticos que han contribuido a posicionar los temas en la agenda y a mantener la discusión pública. • En cada lanzamiento y en las presentaciones territoriales posteriores se ha contado con la voz de los directamente afectados. • Los Cuadernos se han convertido en herramienta de trabajo con las comunidades afectadas en proyectos propios del PNUD y de otras agencias, como Onu Mujeres y Acnur. Estrategia de difusión e incidencia INDH 2011 Colombia Octubre2012 LESSONS LEARNT TO SHARE • The success of the strategy of dissemination and social appropriation of the report was due to the fact that it was conceived as an integral part of the project during all stages and not only as a strategy of media once obtained the text of the report. • Permanent dialogue with journalists contributed to sensitivity against the subject and improve understanding of the approach, messages and recommendations in the report including directly and indirectly among consumers of the different means of communication.
