  1. Strategic changes in the electricity grids management Milan Kloubec, ČVUT FEL 17. 4. 2013 Špindlerův Mlýn

  2. Current situation in CR • Directive 2009/72/EC: • Smart Metering Systems to be implemented at 80 % end users by 2020 • key step of SG implementation according to EU • Ambitious goals of EU 20-20-20 by 2020: • Increase share of RES in EU to 20 % • Increase energy efficiency in EU by 20 % • Decrease emissions of GHG by 20 % • Closely related not only to each other but also to the SG concept • Key step of SG implementation in CR? 17. 4. 2013 Špindlerův Mlýn Milan Kloubec, ČVUT FEL

  3. Results of the set goals of EU • Enormous policy of RES and CHP support: • Great amount of small non-predictable RES in the distribution grid • vertical vs. horizontal electricity flows → requirements on the distribution grid it was not designed to • Problems with grids management caused by the extensive wind parks in Northern Europe transfer from transmission grids to distribution grids 17. 4. 2013 Špindlerův Mlýn Milan Kloubec, ČVUT FEL

  4. Distribution of installed power in CR by 31.12.2011 [%] VE – hydro-electric PPT PVE – pump storage PPT JE – nuclear PPT PE – coal PPT PSE – gas PPT FVE – photovoltaic PPT VTE – wind PPT 17. 4. 2013 Špindlerův Mlýn Milan Kloubec, ČVUT FEL

  5. Key problems in CR • Problems in distribution grids become more serious • → some of the distribution lines are operated near its transmission limits • Balancing market ofregulatingelectricity • Maintenance of balance between electricity production and consumption at every moment • As a result of non-predictable RES the amount of traded regulating electricity multiplies 17. 4. 2013 Špindlerův Mlýn Milan Kloubec, ČVUT FEL

  6. Experiences from other countries • Main reasons of smart metering systems implementation: • Absence of the system of electricity consumption management • High ratio of non-technical losses • And others that do not apply to CR 17. 4. 2013 Špindlerův Mlýn Milan Kloubec, ČVUT FEL

  7. Potential of SG implementation in CR • implement smart elements for real time control into distribution grids • optimize production in decentralized electricity sources • through electricity consumption management and other smart elements optimize consumption • → electricity used as close as possible to the decentralized production • minimize electricity flows in distribution grids • avoid extensive strenghtening of distribution grids • Smart Metering Systems → global trend of their implementation • postpone it in CR as long as potential gains do not exceed their costs • massive implementation→ decrease of related costs • In CR last step of SG implementation 17. 4. 2013 Špindlerův Mlýn Milan Kloubec, ČVUT FEL

  8. Role of electricity trade • balance of electricity production and consumption in portfolio • → the value of electricity changes upon the size and direction of deviation • trading on Intraday Market • → saving of deviation costs 17. 4. 2013 Špindlerův Mlýn Milan Kloubec, ČVUT FEL
