Consultant's Scope • Examine the methods used by NEISO in “fork lifting” the PJM market systems for New England’s use • Understand the term “fork lifting” ~ How was it managed? • What process was used and which aspects of the PJM market represent exception items that did not fit New England? • How much of the ongoing market redesign (CMS-EMMS) was effectively leveraged in using PJM’s market design? • How much time and money did the NE-ISO system truly save ? • What design characteristics already chosen by TNT can be fully leveraged in adopting an existing Eastern Market design? • What aspects of the NE-ISO design cannot be adopted for the ERCOT nodal design? RCCWG

Market differences that cannot be incorporated-Preliminary Assumptions • ICAP – Turn all related features OFF • IDAM – Implement ADAM with the capability to transition to EHDAEM • OASIS – Turn all related features OFF • Congestion Rights Engine – Grand Fathered Rights concept adjusted to ERCOT’s PCRR concept • Additional changes to software may only be driven by actual system physical requirements • Settlement Issues - ? • Marginal Losses Calculations – Turn feature OFF in the LMP algorithm and add it as a post processing variable • Other items to be developed with assistance of Consultant and agreement of CBCG-LT RCCWG

  5. Benefits • Stakeholders will have more time to prepare and train for a smooth transition to the new market • Less training for some TNT market participants • Better support from vendors • ERCOT can focus on system enhancements RCCWG

Summary • One region of the country, NE-ISO, managed the risk of transitioning to a nodal market by adopting a market design and market system infrastructure from another region, PJM. • Other regions that have considered market redesign have borrowed heavily from this approach • This approach would certainly have value for ERCOT RCCWG

  7. Motion • To accept the Replication Change Case as one of the four scenarios the Consultant must study, using the NE-ISO market systems as the basis. RCCWG
