  3. Background • Department of Homeland Security • Established SAFECOM Program • Requires a Communications Interoperability Plan from each state • Georgia Tech Research Institute (GTRI) • Contracted to provide technical assistance • Will document plan using a variety of inputs

  4. Criteria • Background and Preliminary Steps • Strategy • Methodology • Governance • Technology

  5. Criteria (cont’d) • Standard Operation Procedures (SOPs) • Training and Exercises • Usage • Funding • Implementation

  6. Groups Involved • GTRI • GEMA • State Interoperability Committee • All-Hazards Councils

  7. Importance of Plan • Required for future DHS grants, particularly PSIC funds • Aid in steering of GEMA funding • GEMA funding will focus on initiatives established in plan • Your input is essential in establishing these initiatives • Identifies goals to increase communications interoperability • Serves as roadmap for future initiatives

  8. Major Tenets of Plan • Georgia Interoperability Network • Gateway system to create an interoperable foundation statewide • Regional Radio Systems • e.g. Atlanta UASI, Chatham/Effingham, Northwest GA, etc. • All Hazards Councils • Key forum for regional and statewide interoperability efforts

  9. CASM • Communication Asset Survey and Mapping (CASM) Tool • Provided by DHS • Inventory of communications equipment across the state • GTRI will be gathering information through 2008 • Allows multiple views of available interoperability

  10. Schedule and Deadlines • August 13-16 • Conducted focus group sessions • December 3 • Final “plan for plan” due to DHS • 2008 • Continue development of the plan
