  3. Research motivation • The lack of direction of the head of the government • The high grade of corruption of the bureaucracy. • The erratic tax system controls and policies. • The historical change of seven decades of supremacy of a single political party.

  4. Prior work • The production on this line of investigation is little, so we have the chance to enrich the field. • The work´s conclusions and the results presented leave the door open to get into deeper analysis and synthesis. • Motivation presented in point 1.1 then is confirmed.

  5. Objectives Evaluation of the Model, 2000 – 2005, sistemic base Federal Organizational Model INTRAGOB OT state-of-the art, categories for constructing- evaluating models & a proposal.

Research questions • How is an organizational model established for analysis and synthesis? • Which are the values that characterize them in the Mexican case? • How has the Bureaucracy Model been adapted in the Mexican Bureaucracy? • What can be suggested from the Organizational Theory and the contemporary Organizational Models to increase the efficiency of the Mexican case? Is the Federal Organizational Paradigm the right model to take Mexico into the XXI century?

  13. Type of research • Combine study: Quantitative and qualitative. • Formal. Establishment of precise procedures to answer research questions. • Descriptive. Description of the bureaucratic paradigm and comparison with the actual paradigm the Mexican government • Cross-sectional study. Snapshot from 2000 to year 2005. • Ex post facto design because we do not have control over the variables of the Government Organizational Model.

  16. How is an organizational model established for analysis and synthesis?

  17. Which are the values that characterize the organizational categories in the Mexican case? • The self-visualization of people agrees with the principles of the FOM. Balance between postures has started. The subjects under study recognize values anticipated by the model and the society.

  18. Which are the values that characterize the organizational categories in the Mexican case? • The model lacks steady leadership. Leadership faces problems with the legal framework, and some of the bureaucratic categories are overcome when leadership turns to be a fundamental factor for success of the model.

  19. Which are the values that characterize the organizational categories in the Mexican case? • The relations between leadership and motivation are revealing. We may assume the discrepancies of the Mexican culture affect the principles of the model. Public servants of the sample are not motivated for the interest shown by the Federal Power, but personal interests.

  20. Which are the values that characterize the organizational categories in the Mexican case? • There is some polarization between the organizational communication and participation. The challenge of participation is to fight the inertia, the apathy, the struggle for power among parties and some characteristics of the Mexican organizational culture.

  21. Which are the values that characterize the organizational categories in the Mexican case? • The Weberian concept of efficiency still prevails. Rationality keeps being the core target of the present government. There are strong relations among all the categories proposed by Weber as obedience, rationality and hierarchy with efficiency. • But we find groups of public servants who are abandoning the perception of the traditional bureaucratic model; whose perception is strongly in favor for the implicit change of the new model.

  22. Which are the values that characterize the organizational categories in the Mexican case? • Some subjects from the sample have started to believe the need and application of quality procedures is the key to obtain more efficiency.

Which are the values that characterize the organizational categories in the Mexican case? • People realize technology has been acquired and used in the current administration therefore information systems are part of the strategy to get better results affecting directly the decision-making process.

Could you establish the kind, type or nature of the next characteristics in the current organizational practices? • … participation is significant and very intense because it is designed precisely for supporting the decision-making… It is also something that is taken with caution… many times their participation is limited for fear to the punishing processes… the size of the structure also becomes an obstacle.… We can see offices and entities where communication exists because of the promotion of the leaders; and there are others where it does not run fluently.

  25. Could you establish the kind, type or nature of the next characteristics in the current organizational practices? • When there is good leadership we find motivation. Unfortunately in the actual model or state of the government there is no motivation in general… then leading a structure as the one of the public federal administration, a strong leadership is required, but sensible to the pieces that integrate it.

  26. Could you establish the kind, type or nature of the next characteristics in the current organizational practices? • Right now the Civil Service for Careeris making a lot of noise.... In many cases, people are motivated to study and take exams, they are motivated to conserve their jobs and keep improving. I believe this is a good indicator.

Could you establish the kind, type or nature of the next characteristics in the current organizational practices? • Public service has to be seen under two crystals, one that is formal… workers have a law, including the constitutional level; section B of the article 123 of the Mexican Constitution establishes a series of tutelary and protecting rights for the human factor… stability of their employments is guaranteed among many other rights… but… the problem becomes huger, workers do not have the sensation, the perception of owning a job as it should be, there is no fair remuneration…

Could you establish the kind, type or nature of the next characteristics in the current organizational practices? • We have to discuss a third factor, the public servant unions whose objectives are to protect the employees at any cost and without hearing and understanding reasons. This fact is an element to maintain hegemony above the power of the government. I would say the conception of man in the federal government is merely a formality.

Could you establish the kind, type or nature of the next characteristics in the current organizational practices? • The bureaucratic environment… needs new winds to blow, needs fresh air; because it is based in a legal system previewed under the Constitution of the Mexican Republic laws. This set of rules has not been modified for a long time….

Could you establish the kind, type or nature of the next characteristics in the current organizational practices? • I can also say the organizational climate is different now than before, the perspective of permanency in the government is a new parameter to evaluate for newcomers to the public service… In several products and processes of the federal model the characteristic of disbelief has appeared more frequently.

Could you establish the kind, type or nature of the next characteristics in the current organizational practices? • I think the decision-making process is guided by the standards that regulate any administrative procedure… The decisions made by any power are not taken seriously by many fractions of the society… Skepticism goes from the executive power to the Supreme Court of Justice and the legislative power.

Could you establish the kind, type or nature of the next characteristics in the current organizational practices? • I can see problems between the position of the presidency offices and the secretaries, they get themselves into contradiction and there are several examples… the case of the energy subject… the airport case…

  33. Could you establish the kind, type or nature of the next characteristics in the current organizational practices? • The measure and the results of the government efficiency are uncertain. Most of the time it is presented as it is convenient but we don’t know if it is good, poor or fair

Could you establish the kind, type or nature of the next characteristics in the current organizational practices? • We have not broken our financial paradigm, and then we are always short of resources to fulfill the objectives and the goals of projects and programs. So if there are no resources, efficiency lays down on the ring… The second problem resides on the economy policies, for twenty years the models have taken care of achieving macro goals based on the welfare of the people, on the sanity of our country.

Qualitative evaluation of the FOM from 2000 to 2005 on a systemic basis. • Tell us which the main disturbance from inside and outside the government system are. • Are the mechanisms of measure, evaluation and control doing the right stuff for those disturbances? • Could you mention the main products of this system? • Would you say these are the products expected from the point of view of the “clients”? • How do you qualify the actions that transform these inputs into those outputs?

Conclusions • Is the Federal Organizational Paradigm the right model to take Mexico into the XXI century? • The plain answer to this question is negative; the Federal Organizational Paradigm is not the right model to take Mexico into the XXI century. However some specifications must be done and these are born from the findings of the investigation.
