  2. Department of Correctional Services PURPOSE TO PROVIDE YOU WITH AN OVERVIEW OF IMPLEMENTATION OF THE CORRECTIONAL SUPERVISION AND PAROLE BOARDS

  3. Department of Correctional Services LOCATION OF BOARDS • 52 Boards Nationally • 1 Board at each Management Area (47) excluding Goodwood to be served by Pollsmoor • 1 Additional Board at each of the following: • Pollsmoor • Pretoria • Johannesburg • Durban • Leeuwkop

  4. Department of Correctional Services FUTURE EXPANSION • 9 (Nine) Additional CSPB’s have been identified pending the availability of funds within new MTEF • Boksburg • Pietermaritzburg • Waterval • St. Albans • Barberton • Groenpunt • Kutama Sinthumule • Mangaung

  5. Department of Correctional Services COMPOSITION OF THE BOARD • Chairperson - Community member • Vice chairperson - DCS • Secretary - DCS • Two Community members • Co-opt SAPS/Justice • 3 (three) members constitute a Quorum - Chair or Vice Chair to be present .

Department of Correctional Services INTERIM ARRANGEMENTS • ACTING VICE CHAIRPERSON • Persons were appointed to act as Vice Chairpersons until these positions could be filled permanently. • ACTING SECRETARIES • Current Secretaries were appointed as acting Secretary until posts could be filled permanently. • COMMUNITY MEMBERS • Area Commissioners to nominate two community members to temporally serve on each Board final contact appointment could be completed.

STAFFING OF CSPBs • CHAIRPERSONS • Minister has approved appointment of Chairpersons with effect from 15 June 2005 • Appointments are currently taking place • Assumption that most will accept duty on 1 July and at the latest on 1 August 2005 • VICE CHAIRPERSONS • All post filled except • Free State/ Northern Cape: Goedemoed • Eastern Cape: Sada and Lusikisiki • LMN: Klerksdorp, Barberton, Rustenburg, Rooigrond and Polokwane

STAFFING OF CSPBs • SECRETARIES • All posts filled except at George • COMMUNITY MEMBERS • All post filled except • Gauteng: Leeuwkop (1), Johannesburg (1) • KZN: Waterval (1), Ncome (2) • Free State/ Northern Cape: No permanent appointments yet done • Eastern Cape: No permanent appointments yet done • LMN: Barberton (1), Polokwane (1) • ALL VACNT POSTS ARE RECEIVING ATTENTION

Department of Correctional Services TRAINING OF STAFF • Various work sessions were held. • Regional Trainers, Chairperson and Secretary per region as well as Regional Coordinators Corrections and After Care were involved in the testing of training material • Regional trainers were trained and are in the process of training relevant personnel in regions - to be completed by end of July 2005 • All Chairpersons and Vice-Chairpersons will be trained during centralized training sessions to be facilitated and conducted by team from Head Office -target date for completion is August 2005 • National Conference for all Chairpersons being planned for October 2005

Department of Correctional Services CHALLENGES • COMPLAINANT PARTICIPATION • Directives on complaint involvement in CSPB have been drafted and will be submitted to parliament in due course • CORRECTIONAL SUPERVISION AND PAROLE REVIEW BOARD • Only Minister or Commissioner may refer cases to CSPRB • Working procedures and supporting structures are currently being developed
