  4. Drink-Drive Performance • A statistically significant performance impairment can be shown in laboratory tasks at blood alcohol concentrations of 20 milligrams per 100 millilitres of blood

  5. The British Drink-Drive Problem 2002 • 560 (p) people killed • 2,800(p) seriously injured • Over 20,000 casualties • 7% of all road casualties and 15% of all deaths due to driving over the legal limit

  6. Rehabilitation Courses for Drink-Drivers • The Road Traffic Act 1991 allowed certain (‘experimental’) courts to offer drink-drive offenders the opportunity of attending a rehabilitation course with the benefit of a reduction in their ban of up to 25%

  7. The Transport Research Laboratory • Has monitored the effect of the Rehabilitation Courses for Drink-Drivers since 1993 • At 36 months the re-offending rate of those who did not attend a course (9.6%) was almost three times the rate of those who did attend a course (3.4%)

The Transport Research Laboratory • At 60 months after sentencing 9.8% of non course attendees had re-offended compared to 3.6% of drink drive rehabilitation course attenders • At 72 months after sentencing 17.9% of non course attendees had re-offended compared to 7.6% of drink drive rehabilitation course attenders

High Risk Offenders ARE THOSE DRINK-DRIVERS • Who had a BAC in excess of 200mg/100ml • Who refused to provide an evidential specimen • Who have been disqualified twice for drink-driving within a 10 year period • 30-40 % of Drink-Drivers in Britain are High Risk Offenders • 30% of Rehabilitation course attenders were High Risk Offenders • High Risk Offenders also require to satisfy the Medical Advisor at the DVLA that they do not have a drink problem and that they are fit to drive before their licences are returned

  10. The Glasgow Drink-Drive Offender Programme JANUARY 1998 TO MARCH 2004 • 662 referrals • 32 Programmes completed • 248 offenders started the programme • 247 offenders completed the programme

  13. The Glasgow Drink-Drive Offender Programme COURSE INFORMATION • Held on Saturdays for four consecutive four hour sessions, with comfort breaks • Total of 16 hours attendance

  14. The Glasgow Drink-Drive Offender Programme COURSE REQUIREMENTS • Fees paid in advance/ instalments • Minimum of six offenders • Maximum of ten offenders • Offender attends and actively participates
