Environmental Planning in Germany • Germany is a Federation consisting of 16 federal states (Länder) • Federation provides legislation on the field of environment protection • Implementation and enforcement is task of the Länder • Environmental Planning not mandatory • Baden-Württemberg is the only federal state with an environment plan • Reason: Governments are reluctant in committing itself on long term objectives • Action plans in the eighties
Environment Plan Baden-Württemberg • Environment plan (EP) is political guideline • Thorough analysis of state of the environment, problems and causes • Setting of objectives • Describe ways and means to achieve the objectives • Names the responsible parties, timetable and potential costs • First issued in 2001, update in 2007
Environment Plan Baden-Württemberg • Provisions for controlling • Aims at a consensus between interest groups • Competent authority: Ministry for the Environment • Technical assistance (data, analysis): Environment Protection Agency LUBW, research institutes • Participation process of stakeholders

Controlling • Environment reporting system • Every three years the LUBW edits fact and figures on the environment for Baden-Württemberg (lubw.baden-wuerttemberg.de). • These include an analysis and assessment of the findings. • Counselling by a high rank „sustainability council“ • Evaluation and discussion in public and parlament
