  1. Campaign Planning Process Step 4B – Decisive Point Analysis & Supporting Effects Identification 28 March 2006 UNCLASSIFIED

  2. Learning Objectives This module will cover Step 4B of the Campaign Planning Process. • Aim of Step: • Expand the basic campaign framework (produced in Step 4A) by analyzing each DP paragraph to identify Supporting Effects (SE) required to exert the proper influence on the DPs to help achieve the Operational End State. • Starting Conditions: • CCTF has approved the Campaign Framework. • CCTF has solicited & integrated major IA community (civil governmental & UN / IO’s / NGO’s) actors’ / stakeholders’ input for the Campaign Framework.

  3. Learning Objectives • Basic Process: • Two levels of OPTs are formed to undertake the DP analysis and Supporting Effects (SE) identification & analysis. • Level 1: A Lead DP / SE OPT is formed to determine all Supporting Effects (SEs). • Level 2: Subordinated DP / SE OPTs are formed to analyze specific DP and SE sets to develop the analysis of each SE. • A “Decisive Point Matrix” is developed – detailing all SEs along with their target & target audiences (Tgt/A), Supported & Supporting Actors/Stakeholders, and Measures of Effectiveness (MOEs) & Measures of Effectiveness Indicators (MOEIs).

  4. Learning Objectives • Ending Conditions: • The Decisive Point Matrix is developed. • DP Analysis and SE development support updating the Campaign Schematic (since DPs may be refined, eliminated and / or new DPs identified during SE development). • End Product of the Step:None

  5. Preliminary Notes • OPTs (Level 1 & 2) must represent ALL staff sections and components. • These OPTs ensure greater understanding of the Campaign Framework throughout the CTF Command. • These OPTs support a more rigorous initial testing of the emerging validity of the campaign plan (to be validated in Step 4C – Campaign Evaluation).

  6. Preliminary Notes • SEs within the DP Matrix need to be expressed in sufficient detail to allow CTF Components & major actors / stakeholders to eventually determine the tasks that might contribute to achieving the Operational End State. • There may be some component actions, in support of achieving one set of SEs, that may negatively affect other SEs. • Planners should seek to identify probable interrelationships between SEs to avoid unintended consequences, which hinder accomplishment of the Operational End State.

  7. Preliminary Notes • Tasks SHALL NOT be assigned to CTF Components at this stage. • Task assignment must be avoided (as it will be temptation to do so). • Focus only on effects and enforce this within the OPTs. • SEs normally will focus on Target & Target Audience (Tgt/A) within the DP Matrix: • The Tgt/A is that individual, discrete community, geographic location or physical object, & process or function, that must be influenced, in order to bring about a condition (effect) that is favorable to campaign progression (DP properly influenced).

  8. Step 4B – Decisive Point Analysis & SE IdentificationPreliminary Action • C5 PLANS prepares by organizing two levels of OPTs to undertake the DP analysis and Supporting Effects (SE) identification & analysis. • CTF components must be fully represented in these OPTs.

  9. Step 4B – Decisive Point Analysis & SE IdentificationMain Actions • The Lead OPT (chaired by C5 PLANS) determines the actual SEs for each DP. • Comprised of the Staff Branch Heads & Component Lead Planners. • The Subordinate OPTs (normally led by C3 FOPS) are assigned a “set number” of DPs / SEs to analyze & input the pragmatic issues identified by the CTF Staff & Components from their Factor Evaluations. • Comprised of the staff branch officers & CTF Component planning team representatives. • The Lead OPT, with support from the subordinate OPTs, fills out the DP Matrix.

  10. Step 4B – Decisive Point Analysis & SE IdentificationMain Actions • The DP Matrix categories: • SE – supporting condition to be achieved. • Tgt/A – individual, discrete community, geographic location or physical object, & process or function, that must be influenced. • Lead Supported (& Supporting) Entities – identify the Lead & Supporting Components / Actors / Stakeholders. • MOEs – Measures of Effectiveness. • Subset of a specific SE. • Broad measurable condition defining SE achievement. • MOEIs – Measures of Effectiveness Indicators. • Subset of a specific MOE. • More detailed displays or gauges that effectiveness is being achieved towards accomplishing MOEs.

  11. Step 4B – Decisive Point Analysis & SE IdentificationMain Actions

  12. Indicates changes since last update. Step 4B – Decisive Point Analysis & SE IdentificationMain Actions Supporting Effect / MOEs / MOEIs: SE: Further loss of life precluded, suffering mitigated, & scope of disaster reduced (G) MOE: Morbidity rate decreasing toward pre-disaster levels (G) MOEI: G No new loss of life reported in local surrounding villages MOEI: G Spread of disease in local areas and surrounding villages contained MOE: Emergency relief supply requirements are declining (G) MOEI: G Requests from local leaders for basic life support assistance declining MOEI: G Requirement for emergency relief supplies at the level that HN/IHC can handle MOE: Initial US Military identified relief aid requirements delivered (G) MOEI: G Adequate food, water, medical and relief supplies delivered to local populace MOEI: G Required equipment moved to disaster areas “Real-world” Example

  13. Indicates changes since last update. Step 4B – Decisive Point Analysis & SE IdentificationMain Actions Supporting Effect / MOEs / MOEIs: SE: HN/IHC capable of providing disaster related life sustainment w/out CTF (Y/G) MOE: Adequate basic life support on hand & HN/IHC capable of sustaining (G) MOEI: G HN & NGOs effectively coordinate w/each other w/o US assistance MOEI: G HN & NGOs able to move equipment/supplies w/o US assistance MOE: Emergency relief supply requirements are declining (G) MOEI: G Requests for assistance (RFAs) are decreasing MOE: MSRs/LOCs/APODs/SPODs in immediate area function adequately to deliver aid (Y/G) MOEI: G There are no back-logs/bottlenecks in distribution/throughput of relief aid MOEI: Y Relief convoys able to travel over roads and bridges leading to disaster area “Real-world” Example

  14. Indicates changes since last update. Step 4B – Decisive Point Analysis & SE IdentificationMain Actions “Real-world” Example Supporting Effect / MOEs / MOEIs: SE: HN informs CTF that support no longer required (Y) MOE: HN Local Leaders agree to begin drawdown of CTF military (Y/G) MOEI: G On going talks between all levels of Local Government MOEI: Y Local and federal levels of HN engaged in recovery planning MOE: HN makes public statements stating they are capable of assuming responsibility (Y) MOEI: G Increases in HN/IHC capabilities at disaster site MOEI: G Increased presence of HN public officials/leadership MOEI: Y HN makes statements marking transition from response to reconstruction * MOEI: R HN notes mutual agreement ending emergency multinational aid

  15. Step 4B – Decisive Point Analysis & SE IdentificationMain Actions • DPs & accompanying SEs should be identified even if they appear to be too difficult to achieve at this stage since other elements of national power (other than military) may be able to assist in DP / SE accomplishment. • DP Matrix supports development of integrated & coordinated action by major actors / stakeholders to achieve the Operational End State.

  16. Step 4B – Decisive Point Analysis & SE IdentificationMain Actions • Broad force generation (composition) & logistics planning commences. • This planning will become more detailed during COA development.

  17. Strategic Military Direction (HHQ Warning Order to JTF / CTF) Msn Analysis OIPE WARNO 2 WARNO 1 Steps 1 to 3 30% 50% 20% Steps 4 & 5 Steps 6 & 7 CTF Staff Command Group CTF Components 1 – Commander’s Scoping 2 – Situation Review 3A – Mission Analysis 3C – Factor Analysis CTF Component Analysis 3B – S-COG Analysis 4A – Develop the Campaign Framework 4B – Decisive Point (DP) Analysis & Supporting Effect (SE) Development

  18. Summary • Remember that SEs may not be influenced by military activity alone. • SEs need to be detailed enough to allow CTF Components & major actors / stakeholders to eventually identify tasks to help achieve the Operational End State. • SEs present the CCTF & the major actors / stakeholders with the “detailed picture of WHAT is required” to achieve the Operational End State. • The DP Matrix assists in developing a broader “systems awareness” of the possible consequences of planned activity within the environment. DO NOT focus on tasks – focus on conditions & supporting effects to achieve the DP.
