IASC Protection Cluster Update • Land and Property restitution a theme in most disasters (conflict and natural) • The poor are seldom protected by secure tenure to the land they occupy • Lack of knowledge of dispute resolution in customary systems • Several organizations have appealed for funding under the PC for HLP programmes • Need for strengthened collaboration and action • Need to strengthen response capacity at country level PCWG HLP Focal-Point agency UN-HABITAT

IASC Protection Cluster Update The Protection Cluster endorsed proposal to: • Institutionalize a PCWG Sub-Working Group on HLP • As HLP focal-point, UN-HABITAT will convene the Group • The Group will meet on a monthly basis • Prepare a realistic work plan (to be amended once the outcome of the 2007 funding appeal is known)

  4. IASC Protection Cluster Update A need to: • Gather more and better information on HLP issues in roll-out and priority countries (customary practices and formal systems, women’s, widows and orphans rights to restitution, etc.)

  5. IASC Protection Cluster Update A need to: • Review and harmonize • HLP assessment tools within the cluster system

  6. IASC Protection Cluster Update A need to: • Reinforce the current HLP assessment and response capacity (experts and generalists)

  7. IASC Protection Cluster Update A need to: • Build more awareness on HLP rights, issues and assessment tools (HCs, field protection staff, government staff, etc.)

  8. IASC Protection Cluster Update A need to: • Find ways to better assist field offices in addressing concrete gaps regarding HLP rights issues

  9. IASC Protection Cluster Update • The Protection Cluster welcomes all organizations interested in participating in the HLP Group • Next meeting at the end of June 2007
