  2. Cluster Agreements As at 19 March 2013 • No complete disagreements! • Most using the LA model agreement – several local amendments • Some clusters using their own agreements

Cluster Activities • SEND toolkit – making it work locally • degrees of delegation • allocation of responsibilities • Maintaining existing collaboration • Parent support advisors • Cluster projects • ‘Disadvantaged subsidy funding’ • Sharing materials and resources • Looking at more formal collaboration

Questions for Governors • How big is the cluster budget? • Do we know how cluster funds are being spent? • Is cluster spending making an impact?... • …How do we know? • Should we pool funds for the cluster in 2013? (There is no cluster funding apart from SEND) • Is the cluster getting value for money? • What are the school improvement aims for the cluster?

On the horizon • Personal budgets for SEND in 2014 (probably). • OFSTED expectation that Outstanding schools will make an impact beyond their own domain. • National school improvement ambitions that rely on stronger schools helping weaker ones. • Growing trend for schools to work together more formally, e.g. partnerships, trusts, academy chains. • National funding formula impact on small schools.
