Background In Taiwan, there are: • 13 million Internet users / 23 million people • 3.3 million broadband subscribers / 6.5 million households • 76 ITSPs / +400 ISPs • 1 major fixed network operators takes over 70% of the market • 3 GSM operators take 95% of the market; Overall mobile penetration rate: 110% • The real 3G (W-CDMA) launched on June 2005! • Over 80% of WLAN / VoIP Products in the market were made by Taiwanese OEMs

ENUM issues • ENUM 09440 • --Prefix for the trial, officially approved by regulator (100,000 numbers) • --Under TWNIC’s management (ccTLD) / Using e164.tw • --SIP-based, IP PSTN supported, bundled w/ WLAN access • --Bottom-up allocation, +25,000 active users • --Dedicated service team, quick approval process • Operation • --Simple registrar function • --DNS: Batch update or Real-Time update • --Practical function of NAPTR • Carrier’s Priority • --A business strategic decision • --Vendor’ solution customized for the market • National Sovereignty --Obstacles on getting 6.8.8.e164.arpa delegation. We need your help  --ENUM Root / Internet Governance

  5. VoIP issues • Numbering Plan for VoIP • --01X for Type I (long-distance access code) • --070 for Type II (TBD by Sept. 2005), commericial use • --0944 for ENUM? • NAT…IPv6…VoIPv6 + ENUM • Internet eXchange / Peering • --IP Phone eXchange / Cleaing House • Number Portability

VoIP: Positioned as a New Telephony Service --ENUM as the suggested option for VoIP call exchange --Both 070 and 09440 uses ENUM --Technology Neutral --But no more hands-off approach Interconnection --Type I must interconnects with Type II by law (most likely, through an exchange center, given Type II is delegated w/ official VoIP numbers) --Type II, self-regulate (remember there’s still problems for local Internet peering) --ENUM could be the best available solution! Social Responsibility --ITSP must be able to provide call log and call content upon LEA’s request --ENUM is a new model for public service / special needs Regulatory Consideration
