What is the Community Development Block Grant Program (CDBG) • Established by the Housing and Community Development Act of 1974 • Funds originate in U.S. Dept. of Housing and Urban Development • Administered by Missouri Department of Economic Development
Missouri CDBG Allocation 2011 CDBG Allocation: $21,613,896 Water/Wastewater: $5,365,479 Emergency: $500,000 Economic Development: $5,000,000 Disaster Recovery: $10,000,000 State Administration: $532,278 State Technical Assistance: $216,139
Program Funding Year • April 1 through March 31. • CDBG generally receives its funding in April/May: • this year….uh, well…...
General Considerations • Local responsibility/knowledge/oversight • Proactive troubleshooting • Appropriate compliance (not minimal compliance) • Communication
General Considerations • Attention to detail – accuracy saves time! • Conservative use of funds • Completion of original goal • Pay attention to eligibility and national objective • Timely expenditure of funds • Must expend funds more quickly!

Monitoring by CDBG staff • Monitoring = Project risk assessment by field rep • Assessment includes: • measuring complexity of project • experience with administrator • past performance of grantee • past performance of sub grantee • necessity for technical assistance • Results will determine number of on-site monitoring visits.
