  2. Purpose of Title III • Increase English language proficiency. • Increase achievement in core academic subjects.

  3. Activities for Title III • Increase English Proficiency by providing high-quality language instructional programs based on scientific research. • Provide high quality professional development to classroom teachers, principals, administrators.

  4. Title III: Instructional Activities Improve the instructional program for limited English proficient children by identifying, acquiring, and upgrading curricula, instructional materials, educational software, and assessment procedures. Provide: • tutorials and academic or vocational education for limited English proficient children • intensified instruction

  5. Title III: Instructional Activities Provide community participation programs, family literacy services, and parent outreach and training activities to limited English proficient children and their families. • Improve the English language skills of limited English proficient children. • Assist parents in helping their children to improve their academic achievement and becoming active participants in the education of their children.

  6. Title III Professional Development • Designed to improve the instruction and assessment of limited English proficient children. • Designed to enhance the ability of such teachers to understand and use curricula, assessment measures, and instructional strategies for limited English proficient children.

  7. Title IIIProfessional Development Based on documented research demonstrating the effectiveness of the professional development in increasing children's English proficiency or substantially increasing the subject matter knowledge, teaching knowledge, and teaching skills of such teachers.

  8. Title IIIProfessional Development Should be of sufficient intensity and duration (which shall not include activities such as one-day or short-term workshops and conferences) to have a positive and lasting impact on the teachers' performance in the classroom.

  9. A SystematicELD Programaddresses the following: Instruction is organized by level of English proficiency and focuses on: • Oral language development • Purposes of language use (functions) • Grammatical structures (forms), Vocabulary • Structured oral and written language practice • Aligned with language proficiency standards

  10. Evaluation of Program • Evaluation must include information and data on the use of funds: • The types of services furnished • The students served by the programs • Identify the connection between the services that were provided and the effect on academic achievement and English proficiency
