LaaR RRS Performance • April 17, 2006 • Manual Deployment of all LaaRs Initiated at Step 2 of EECP • 10 minutes after VDI, System Response was 548 MW • 6 QSEs Did Not Meet 10 minute Deployment Requirement • System Response at 95% of Obligation in 18 minutes • Protocol Violations Issued to 6 QSEs • October 3, 2006 • UF Deployment for 1 LaaR, Manual Deployment for Remainder • 10 minutes after VDI, System Response was 642 MW • 6 QSEs Did Not Meet 10 Minute Deployment Requirement • System Response @ 95% of Obligation in 19 minutes • Protocol Violations Issued to 6 QSEs PUC Meeting
LaaR Qualification and Performance Enhancements • Initial Qualification • Actual interruption during first 90 days • No pre-notification • Annual Recertification • Actual interruption once a year • LaaR response to Operator VDI that complies with Protocols can be used in lieu of testing • Periodic Command and Control Tests • Hot line call to QSE’s with response verification back from party that actually trips the load • Disqualification Criteria • Failure to meet 10 minute response—Two occurrences in any 365 day period would result in suspension PUC Meeting
