  2. What is neoliberal discourse? • Free market capitalism best form of economic organization • Free trade • Unfettered movement of capital around the globe • Government’s role is to support capital accumulation by removing barriers • Privatization (reduce public sphere)

  3. What are federal job training programs? • Since 1950s • Basic education for adults • Job skills training • Political climate • Students are US dropouts, re-entry, poor, ex-offenders, welfare recipients, immigrants, non-English/LEP, female

  4. How does neoliberal discourse construct job training programs? • Foundational beliefs • Anyone who wants a job can find a job • Those who do not work choose to not work • Government should not transfer wealth between groups in society • Unemployment insurance, public housing, welfare, food stamps discourage work (disincentives for employment) • Voluntary associations (families, churches) should be responsible for those in need

How does neoliberal discourse construct the unemployed? • Lack employment due to negative incentives (public welfare benefits) • “Make work pay” • Time limits to benefits • No able-bodied recipients • Work for benefits • Lack employment due to personal deficiencies/bad choices • Character building/Moral development • Sanctions against pregnancy • Rewards for marriage
