  2. Mission The University of Maryland University College (UMUC) is the Open University of the State of Maryland and of the United States. The University in its entirety has but one focus, the educational needs of the non-traditional student.

FY04/05—Significant reductions across USM • FY06—Governor has acknowledged: • - Mandatory cost increases of: $105M • - E & E contributions: $17M • Governor’s proposed increase: $43M • - Over FY05 USM Appropriation ($758M) • In return, USM will: • - Support enrollment growth • - Hold tuition increases to 5.8% • - Endorse Governor’s proposal USM Budget Situation

  10. Restricted Funding for UMUC • In FY 05, UMUC received $14M • 1.8% of total USM general funds • 0% of total USM capital budget • But 22% of total USM enrollments • UMUC State Appropriation History • Prior to FY 98: $0 • FY 02: $17M • FY 03 (commitment): $21M • FY 05: $14M

  17. According to current projections, by the end of the decade UMUC headcounts will account for one third of all USM headcounts.

Growth: The Numbers • From FY03 through FY04, UMUC enrolled 11,700 new UG degree-seeking State residents; UMUC plans to enroll an entering cohort of 24, 000 Maryland UG by FY09 • By FY09, out-of-state students must account for 25% of UG and 33% of graduate credit hours in order to finance the Maryland enrollment • This translates into doubling of our fall headcount by Fall 09 (50,000 +) • This needed growth must take place in a very competitive environment

UMUC: Effectiveness & Efficiency • UMUC’s undergrad resident tuition increased by only 2% in Fall ’04; since Fall ’01, UMUC’s tuition has increased 12% compared to an average of 37% for other USM institutions • From Fall ’01 to Fall ’04, UMUC’s Stateside headcount increased by 28%, or 6,141 students • From FY ’01 to FY ’03, the overall UMUC Stateside cost of education per credit hour declined from $307 to $294
