Why have the procedures been revised? • To incorporate the changes identified in Working Together to Safeguard Children (2013) • Rearranged contents • Substantial revision of “core” procedures in Section 1: Assessing Need and Providing Help, outlining the child’s journey from early help through to implementing child protection plans • To help make procedures easier to navigate, more child focused and succinct 2

Section 1: Assessing and Providing Help • Chapter 1.1 Providing early help (updated) • Chapter 1.2 Making a referral to Social Care (updated) • Chapter 1.3 Child protection s47 enquiries (new) • Chapter 1.4 Child protection conferences (new) • Chapter 1.5 Implementation of child protection plans (new) • Chapter 1.6 Children in specific circumstances 4

  5. Changes in key areas Specific changes to several important areas: • Early Help Assessment • Referral to Children’s Social Care • Strategy meetings and discussions • Section 47 child protection enquiries • Child protection conferences 5

  6. Chpt 1 Providing Early Help • Chapter focus on identifying and assessing low level and emerging needs, and addressing these • Close links with the Thresholds document • Early help assessment replaces CAF (April 2014) 6

Chpt 2 Making a Referral to Social Care • Importance of being clear about the reasons you are contacting Social Care - can ask to speak to a qualified Social Worker for advice • Clarification of referral routes - urgent / non urgent cases and information required • Response to a referral - Assessment Protocol and Escalation Policy • Concerns about the welfare of any unborn baby – Derby Multi Agency Pre-birth Assessment and Intervention Protocol • Response to Sudden Unexpected Death in Children Protocol 7

Chpt 3 Child Protection s47 Enquiries • Clarifies who is responsible for S47 enquiries for any child who lives or is found in Derby • Significant changes to strategy discussions and meetings - S47 enquires follow strategy discussions / meetings • In-depth section on paediatric / medical assessments • Outcome of S47 enquiries 8

Chpt 4 Child Protection Conferences • Timeframe for conferences with 15 days of the strategy discussion / meeting agreeing s47 • Highlights types of child protection conferences • Pre-birth conferences at 28 weeks pregnancy • Review conferences timescales and focus on progress and analysis of risk of harm • Clarifies who should attend conferences • Reinforces the importance of involving children and family members • New formal dissent process 9

  10. Chpt 5 Implementation of Child Protection Plans • All members jointly responsible, co-ordinated by the Social Worker • Changes to the format of child protection plans • Difficulty implementing the plan, including gaining access to child, must be reported to the Social Worker 10
