Background • Delegated Authority Agreement between the State Procurement Bureau and State Agencies • Agency IT Procurement Review Guidelines dated February 2, 2005 and revised on August 8, 2005.
Purpose • Decentralize the process for the review and approval of minor IT activates and procurements • Pass more control to the Agencies • Reduce the time necessary for approval of IT activities
Limited Scope • IT activities and procurements under $25,000 • Goods • Services • Through procurement or internal build • IT activities and procurements over $25,000 • That meets specific requirements as outlined in the procedure • Previously covered under “Agency Review Process”
Responsibilities • Agencies • Must comply with all Title 18 and MITA requirements • Quality of procurement vehicle (RFP’s, Contracts, SOW’s, etc.) • Security of Data • Security and operations of the Network • Maintaining auditable records of review and approvals • Must appoint an agency IT Review Officer
Responsibilities • ITDS/PPSB • Review “Agency Review Officer” delegation • Review and consolidate the monthly logs submitted by agency
