SUPPLY AVAILABILITY • Insufficient capacity of local refineries to meet product specs (>50% dependence on finished product importation) • Tight international refinery capacity for good quality products INVESTMENT REQUIREMENT AND CLIMATE • Local refineries need upgrading/capacity expansion • Regional/global decision of stakeholders • Low refining margins • Not so competitive local business climate
