Creating a national policy framework for diversification of rural non-farming economy through tourism (Rural Tourism Masterplan, National Programme for Rural Development, Guidelines for PPP and investment in rural tourism) 2. Diversifying rural tourism and support industries by strengthening the local stakeholders' capacity for service delivery and production 3. Strengthening local capacity for development of rural tourism plans and definition of tourism products in target locations
