Agenda 1. Nebraska Interoperability Network Overview – Bob Wilhelm, NEMA 2. What does Interoperability mean for First Responders? - Rod Hutt, NEMA 3. Using Paraclete as a Communication Tool – Dave Reisenand AlisiaLaMay, NEMA
Interoperability Overview – Bob Wilhelm, NEMA • Why does the state need interoperability? • Project Concept • Project Intent • What is the timeline for this project in Nebraska?
Interoperability with NRIN– Rod Hutt - NEMA • How will NRIN change the communication and connection for First Responders? • What are the benefits of the NRIN project for First Responders?
Potential Users of NRIN • Paraclete • Mutual Aid Radio System • Statewide Radio System (Digital) • Radio Links (console to base station/repeater) • Coordination with existing T1 and fiber • Public Safety (Fire, Ambulance, Law Enforcement, Emergency Management • Next generation 911 • NPPD • Nebraska Department of Roads • Nebraska Educational Telecommunications (NET) • NAWAS • D-Star digital ham network • National Weather Service • EOC Video Networks • Court Video Networks (video arraignment) • EOC to EOC voice and data • NEMA (Multiple uses) (Local EOC to State EOC in time of emergency) • Nebraska State Patrol (HQ to Troop Areas and Troop Area to Troop Area) • Civil Air Patrol
Nebraska Regional Interoperability Network • Regional connectivity for local data sharing and emergency operations • Provides local, state and public power responders the ability to access communications resources and share voice and data communications • Expands the confines of local area communications and interoperability during major emergencies • Great opportunity to enter into government-to-government sharing agreements for these assets to use and grow with their future communications and data sharing needs • Economy of scale that improves data access without the cost of individual ownership and leasing • Coordination with hospital network • Coordination with University of Nebraska network
Using Paraclete as a Communication Tool – Dave Reisen and AlisiaLaMay, NEMA • How is Paraclete being used in Nebraska? • How can we access Paraclete Training?
Paraclete Training • 3 Phases • Basic Operator / Dispatcher • Day to Day users of the system • Communications Director / Emergency Manager • Individuals who will be establishing plans and maintaining the system at the local level • Paraclete Technician • Small group of individuals across the state who can work on the hardware and software
What is Paraclete? • A network of hardware utilizing software that allows radio communication via the internet • The software enables you to connect UHF, VHF and 800mhz radios together
Nebraska Mutual Aid Project • Mutual Aid … • Is a system of analog radio base stations across the State controlled by local/regional system operators, using common, nationally accepted frequencies to allow interoperable radio coverage for mutual aid. • Allows first responders, such as the Nebraska State Patrol and local fire or law enforcement to talk to each other in an emergency that crosses local boundary lines. • The Standard Operating Procedures for the Nebraska Mutual Aid System can be found online at: http://www.homelandplanning.nebraska.edu/nebraskacouncil.php.
