3. EU FLEGT คืออะไร • EU market legislation (no illegal timber and timber products sold on EU market) proposal discussed by 27 EU member states (council) in 2009

EU market legislation • Legality : defined on basis of the legislation of country of harvest cover to 3 pillars of sustainability (เศรษฐกิจ สังคมและสิ่งแวดล้อม) • Due Diligence = set of procedures aimed at avoiding trading in illegally harvested timber • Tracking the timber flows • Conducting risk assessment • Identifying thecountry of harvest • Describing the product • Having access to reliable information on legal compliance • Green Lane for FLEGT licensed and certified timber

13. ผลกระทบจาก EU FLEGT ต่อประเทศไทย • ข้อมูลการส่งออกผลิตภัณฑ์ไม้ของไทยไป EU • ประเทศไทยส่งผลิตภัณฑ์ไม้ไป EU ปีละประมาณ 4.1พันล้านบาท • สถานะปัจจุบันมีผู้ได้รับการรับรอง SFM 5 ราย • ในปี 2013 ถ้า EU FLEGT มีผลบังคับใช้ประเทศไทยจะสูญเสียตลาด EU บางส่วน • การเตรียมความพร้อมเพื่อให้ผู้ประกอบการสวนป่าได้รับการรับรอง SFM และการสร้างหน่วยรับรอง ต้องใช้เวลาไม่น้อยกว่า 2 ปี ซึ่งมีผลต่อการสูญเสียตลาด EU บางส่วน

14. สถานะภาพของเพื่อนบ้านสถานะภาพของเพื่อนบ้าน • กัมพูชา และ เวียตนาม : มีการตั้งคณะทำงานขึ้นมาร่วมดำเนินการในการเตรียมการเพื่อทำข้อตกลงในอนาคต • มาเลเซีย และ อินโดนีเซีย : ซึ่งมีการหารือตกลงกันในระดับหนึ่งแล้ว มีระบบในการรับรองป่าไม้ภายประเทศ โดยอิงการรับรองตามมาตรฐานสากล • ลาว พม่า และไทย : ยังไม่มีการดำเนินการใดๆ
