  1. Huawei U9/U21 Layering Strategy • In idle mode: • Under normal case, U9 UE goes to U900 while U21 only UE stays on U21; • With idle mode re-selection triggered earlier on U9, U9 UE will go to U21 easier. • Load balance in connected mode: • In case U21 is overloaded, use load balancing RAB DRD (directed retry) to offload U21, moving U9 UE to U9 layer with RB DRD. • Mobility in connected mode: • UE can handover from U21 to U9 or GSM due to coverage reason, however not the other way; • U9 UE should not handover from U9 cell to GSM unless the two layers having different coverage. • In U9/U21 co-located site, U21 sectors are to be defined as neighbors of U9, however it is only for inter-frequency re-selection, no handover is required from U9 to U21. • In GSM cells, both U9 and U21 sectors are to be defined as neighbors, however they are only for inter-RAT re-selection, no handover is required. Huawei U9/U21 Neighbor Definition • The following table summarises how to set neighbours in U9/U21 overlay site. • Negative Qoffset,1 is only required for neighbours from co-located U9 to U21, as in this case U9 RSCP is always stronger than U21. • In case to disable handover from U9 to U21 as well as to GSM, there will be special settings on U9 sector: • Inter-freq and Inter-RAT coexist switch = INTERRAT HANDOVER ONLY • InterFreq and InterRat coexist measure threshold choice = COEXIST_MEAS_THD_CHOICE_INTERRAT • And InterRAT cell specific threshold should be set as extremely low. • It should be applied to not only on co-located U9 site, but also those U9 sectors with both inter-freq and interRat neighbors defined. Huawei U21 F2 Layering Strategy • •Function: • Both F1 and F2 has R99 &HSPA activated; • •Traffic is balanced between F1 and F2 by load; • With idle mode re-selection, UE will be able to re-select to U21 F2 in case F1 loaded. • Idle mode: • Both F1 and F2 work as access layer; • UE from other sites will re-select to F1 first, however With idle mode re-selection triggered earlier on F1, UE will be able to re-select to F2; • •In case of UE on F2, it will stay on F2 unless normal cell re-select criteria is triggered. • Load balance: • •With normal RAB DRD, allow traffic overflow between F1 and F2. • Mobility in connected mode: • Voice handover is allowed between 3G cells or from 3G to 2G, PS handover is only allowed between 3G; • UE on F1 won’t be allowed to handover to F2, it can handover to other F1 cells or GSM.
