Perception and Reality • French Administration is perceived as highly centralized. Central agencies have employed less than 30% of Work Force. Deparmentalor regional or field offices employ more than 70% of the work force. • Statist Emphasizes the centrality of French State. But they ignore the fact that actual policy network bring together field services and local authorities. Local autonomy is widespread. • The 1982 Decentralization act has empowered local administration to implement social welfare and urban planning programmes. This has become more important than central regulation.
