HR Professional Management Training – Four Phased Approach • Capstone instructor training provided to 7-MoI instructors in Erbil • Train 1-MoI and 18-KMoI managers enabling integration and interoperability of ministerial HR functions with shared concepts • Enduring partnership between IPMA and MoI with follow-on T3 training for KMoI assisted by MoI • IPMA training incorporated - BPC 2012 curriculum Way Ahead • Senior and mid-level MoI managers trained as International Public Management Association Human Resources-Certified Professionals • MoI managers instructor trained • HR Managers understand the Human Resources core competencies and are able to implement • Ownership of the Human Resources curriculum tailored by MoI and being reviewed by MoE Current Accomplishments • Fifty-three MoI managers and one KMoI manager certified as IMPA-HR Certified Professionals • MoI HR Managers build core competencies (Iraqi Ownership) • Thirteen T3 base of MoI managers able to provide sustainment training to MoI • Iraqi-led Training and Iraqi-specific recurring HR professional training completed in four phases Objectives Achieved HR initiative “Building Core Competencies” US Forces-Iraq Support to the Ministry of Interior

HR Professional Management Training – Four Phased Approach • ITAM & International Public Management Association (IPMA) from USA (Washington DC) trained & certified 54 HR Managers; LT to MG and Civil Employees • Training included: HR Life-Cycle and Change Management; Risk Taking; Automation and Return on Investment; Ethics and Decision Making • Each student’s overall performance was graded based on a 2 hour exam, 15 minute class room presentations and workplace performance • Certification as IMPA-HR “Certified Professionals” awarded to MoI personnel in 7 MoI directorates and 5 provinces US Forces-Iraq Support to the Ministry of Interior

HR Professional Management Training – Four Phased Approach • 13 MoI Certified Professionals selected as Instructors completed an intensive 8-Day Instructor Training Course with IPMA, Oct 2010 • Course focused on student teaching performance and testing • Building Ministerial Capacity – MoI HR Certified Professionals develop & conduct future mid level manager training at Baghdad Police College • Future Officer Training elective at BPC for MoI Officer Training • Graduation and presentations has been awarded to 53 MoI and 1 KMoI Officers and Civilians during a 7 month timeframe. US Forces-Iraq Support to the Ministry of Interior
