  3. TTFSE Performance Indicators • Purposes: • Objective understanding of situation • Raise awareness of border agencies to change behavior • Assess program impact • Set benchmarks • Enable regional comparisons • Results: overall reduction in processing times over past two years

Indicators: Some CommentsFor more on indicators contact Michel Zarnowiecki, mzarnowiecki@worldbank.org • Measuring helps reducing processing times • Need other inputs: local teams, WCO TRS • Finer analysis of results required • Facilitation does not reduce revenue collec. • TTF is not linear (sudden improvement) • Establishing baseline about US$5k per site TTFSE methodology being extended to other countries (South Caucasus/Russia /Central Asia/considered as a standard)

Revamped GFP Website • Goal : maximize collective impact coordination/cooperation/knowledge sharing/improved synergies in TTF • Joint GFP/UN Website • Core Partners and Regular Partners • Central Virtual Team (Core Partners) • Accessible to the public • Extension of present efforts (transfer of all content entered in earlier sites)

  10. GFP Website Structure/Tools • Topics/Subtopics/Activities/Training • Partners/National TTF Committees • Global/Regional/National • Reference Documents • Simple data entry by registeredPartners via Internet with password • Value-added tools for Core Partners

GFP Website Implementation • Targeted release: October 2003 (web platform end June 03) • Shared responsibility matrix with deadlines (WB-site design/initial upload) • Monitoring with regular reporting • Definition of glossary of topics • Focus on maintenance, marketing (internal/external) • Modify internal workflow of Core Partners to facilitate data capture

GFP-DLI Status • Site operational at www.gfp-dli.org ready for your registration (free) • Core Team being formed : World Bank, TRAINMAR, IRU, NCVT/BULPRO • Promotion to start actively in September based on 20 page document “Becoming a Partner” and 4 page brochure “GFP-DLI” • Board to be established by mid September

GFP-DLI Programs • IRU Certificate of Professional Competence (passenger/freight piloted in 6 SEE countries) • Freight Forwarding program under prep. for SEE (FIATA-AFT-IFTIM) • Supply Chain Management program : funding being secured (Latin America/SEE) (TRAINMAR) • Trade Facilitator Program under consideration (with UN) • Port Reform Program (based on toolkit)
