Needs Assessment • A needs assessment is a study of the goals of the people involved with the assessment. • No institution has goals, only people. • Stakeholders include anyone who has an interest in the activities of the institution. • Learning goals cannot be set without an understanding of the capabilities of stakeholders to meet those goals. English 881
