Law Enforcement Customer • Of the 18,000 law enforcement agencies in the U.S., 80% have less than 25 sworn officers • Smaller through mid-sized agencies have no technical experts on staff • May not have experience buying complex systems • In many cases agencies buying systems use grant funds which may not allow paying for technical help

How Law Enforcement Agencies Find Technologies - Federal Government Resources (Continued) • DoD property transfer / procurement programs • 1033 - transfer, without charge, excess U.S. Department of Defense (DoD) personal property (supplies and equipment) to State and local law enforcement agencies • 1122 - State and Local Law Enforcement Equipment Procurement Program for counterdrug activities. • 1401 - identify, evaluate, deploy, and transfer to Federal, State, and local first responderstechnology items and equipment in support of homeland security. 1401 acts as an “umbrella” over other existing technology and equipment transfer programs and aims to coordinate these efforts.
