  2. Skills & Training Reference Committee • The committee consists of representatives from the Vic Distribution Companies and Transmission Company:

Skills & Training Reference Committee • The objectives of the Committee are to: • Provide strategic policy and direction for the VESI for all skilling related matters • Establish and oversee appropriately resourced working groups to implement strategic policy and direction • Influence the national direction on training matters that achieve the best outcome for VESI • Ensure adequate representation on a state and national level in the field of training • Demonstrate how the participating companies are meeting their regulatory obligations of ensuring persons operating or maintaining its networks assets have standard of qualifications, proficiency and experience to safely perform their function. • Provide common industry tools (that is journals, guidelines, training modules etc) for use in VESI for the training of apprentices and ongoing currency of competency

  5. UET09 ESI – TDR Training Package • Electrical Apprentices & Trainees in the VESI are qualified in the framework outlined in the UET09 Electricity Supply Industry - Transmission, Distribution and Rail Sector Training Package.

UET09 ESI – TDR Training Package • Endorsed nationally in 2006 – as UET06 • Commenced delivery at NMIT in 2007 • Commenced deliver at ETC Chadstone in 2008 • Re-endorsed and re-titled UET09 July 2009 • Through the continual improvement process industry is able to influence the content of the training package

Victorian Working Groups • ELAC at ETC Chadstone • The delivery of the Certificate 3 to fieldworkers & cable jointers at ETC Chadstone • NMIT • The delivery of the Certificate 4 substations, diploma to designers and advanced diploma to testers, & network controllers • VESI - STRC • Providing a consolidated Victorian position of matters relating to skills & training • Representatives on the NTAG – TAC’s

Core & Elective Units • Each Qualification has a Standard group of Core Competency Standard Units (CSU’s) • The working groups have reached an agreement on a standard set of elective competencies for each qualification • Example distribution lineworker electives are: • UETTDRIS20A • Install & Replace Energy Meters & Associated Equipment • UETTDRIS15A • Install & Maintain LV Services (Underground) • UETTDRIS16A • Install & Maintain LV Services (Overhead) • UETTDRIS03A • Perform LV Field Switching Operations to a Given Schedule • UETTDRIS13A • Install & Maintain Public Lighting Systems

Supervision Guidelines • These guidelines have been developed to assist employers and apprentices / trainees understand their obligations and expectations in regard to apprentice workplace supervision • Developed by VESI – consistent format for each guideline • Supervisors should use the guidelines when planning work or allocating work functions and activities in the workplace • Work Types Table in each guideline provides guidance on the activities that an apprentice/trainee can and cannot undertake

Supervision Guidelines • Guidelines have been developed for: - • Distribution Lineworker • Transmission Lineworker • Substation Electrician • Electrical Tester • And are currently in draft for: • Cable jointer • Supervision level is dependent on • Safety of the apprentice • Work to be carried out • Experience of the apprentice

Supervision Types • Direct (Constant) Supervision • This means tradesperson shall be in direct visual & audible contact with the apprentice whilst the task/s is being performed. • NOTE: “Live Work” requires Direct Supervision on a one to one basis • General Intermittent Supervision • This means the apprentice does not require direct (constant) supervision but requires frequent face to face contact during the task/s to provide instruction and to check on the work. • Broad Supervision • As part of supervision the supervising tradesperson shall provide the apprentice with regular instruction and direction for the tasks to be performed.

  16. Profiling • Profiling is an innovative on-line approach to gathering information about the on-the-job work experiences of trainees and apprentice. • It is used by Registered Training Organisations (RTOs) and employers, to gain evidence of a trainee’s competence in various work based tasks
