  3. Implementation involves • Mechanics—detailing the steps required • Sociology—building social relations, trust • Politics—overcoming opposition, providing leadership, using power • Incentives—rewarding compliance, punishing noncompliance • Communicating meaning

  4. For Bryson, Niven and others, this means • Communicate the plan • Assign responsibility and authority • Mobilize support • Provide leadership from the top.

  5. Implementing the Plan • Expect roadblocks, develop counter moves. • Sequence actions—what to do now and what to do later • Develop operational plans; emphasize action. • Develop performance measures

  6. Implementing the Plan • Create processes • Commit resources • Realign the organization • Build on or alter the culture

  7. Develop annual plans linked to the strategic plan. • Specify action at each level of the organization • Set unit targets • Identify the steps • Review progress

  8. Reevaluate • Hold an annual retreat • Assess extent of implementation • Judge progress against goals • Develop strategies for overcoming roadblocks • Modify strategies as needed
