  2. Project Project goals : Definition of up-grading directions in the field of heat supply system in Pskov region. Stages: 1. Evaluation of heat supply system state; 2. Pskov region heat supply system up-grading. Actions list formulation ( taking into consideration transfer to local fuel types); 3. Development of Pskov region heat supply system reforming management model. Тerritory of realization : 24 municipal districts in the region

Region heat supply system characteristics • 525 boiler rooms, including 321 municipal boiler rooms; ( 80 % of rendering services in the sector); • Total generating capacity is 2078,8 Gcal/h; • Major fuel types are gas and black oil; • 64% pipelines are overage and should be changed; • Boilers average maintenance time is 12 years; • Power losses are more than 22% while its production and supply.

Effective solutions Express Audit Management of the Sector Scope of performed works • Express energy audit was carried out; • Energy effective solutions in the equipment selection as well as the variants of transfer to local types of fuel are offered; • Variants on improving the housing/public utilities and heat supply management in the region are formulated. Tools are offered. MASTER PLAN: Actions plan + Investmentplan (estimated)

  10. Major advantages and disadvantages of local fuel in Pskov region (peat, wood chips) • Major advantages : • money, used locally; • independency of international energy prices; • environmental friendly fuel. • Major disadvantages : • relatively high investments.

Advantages of comprehensive approach:energy servicing companies participation(Energy service company, ESCО) • ESCO undertakes comprehensiveresponsibility for engineering, constructing and financial matters. • ESCO undertakes responsibility for project running and receives the payment due to saving payments for energy of the project realization. • ESCO arranges the project financing. ESCO provides with financing directly or arranges the project financing via some financial institutions.
