Enhancing Capacity: Progress and Future Steps on Flow Commitments

This report outlines the current status and future possibilities for increasing available capacities, focusing on flow commitments. Just before the SG 07 meeting, a status quo report was published, and there is an agreement to explore "quick win" solutions. Initial discussions took place at the 5th IP meeting in Berlin, highlighting benefits, risks, and regulatory aspects. Immediate next steps include preparing a working paper by December 21 and developing a high-level project plan, with a follow-up meeting scheduled for January 16, 2024.

Implementation Goal: Increase Available Capacity • Status: • Report on status quo and possibilities to increase available capacities published just prior to SG 07 • Agreement to further work on this goal via assessing a possible “quick win” solution: flow commitments • First ideas have been exchanged and open questions were raised at the 5th IP meeting in Berlin (26th Nov), incl.- benefits, risks, ressources needed, compensation- specifications (product, timeline) - regulatory requirements / legal feasibility- Use of FC to firm up interruptible / alternatives ?

Implementation Goal 2: Focus on Flow Commitments • Immediate next steps: • Completion of a working paper with lists on Pros & Cons, Questions & Answers on FCs compiled at the 5th IP meeting in Berlindue 21st of December (online) • TSOs to develop a high level project plan incl. specs (such as location), draft tender text, timeline, clarification on contractual conditions etc. by 21st of December • Next meeting:16 Jan 08 Arnhem
