Findings from RACTC Evaluation Report • Respond effectively to inquiries from local public agencies • Attend public workshops, make presentations, and exhibit at trade shows • Developed attractive and useful educational and informational materials • Designed, implemented, and maintain a RAC website • Operate toll-free “hot lines” and satisfactorily respond to inquiries

Findings from RACTC Evaluation Report • Both Centers operate in a reactive mode • Neither Center developed targeted, proactive RAC outreach programs or protocols • Technology Center staff work on activities infrequently; their principal attention resides with duties related to their county positions • Coordination and collaboration between the two Centers is weak and information disseminated can sometimes be inconsistent • Little, if any, coordination exists between the Centers and Caltrans

  20. RAC Program Options • Continue current RACTC structure and implement the recommendations of the evaluation report • Split the duties of the RACTC program. Use the Tech Centers for some duties and contract with an industry expert for the other duties • Have CIWMB staff assume full control of RACTC program duties by performing some of the above duties and contracting out the rest

Staff Recommendation • Staff Recommends using the Tech Centers in a reduced role and contracting for other program functions • Tech Centers would perform the duties they have shown proficiency in: website maintenance, toll-free hotline and e-mail response, preparation and distribution of informational and educational materials, and technical consulting, as needed • Contracted expert would perform targeted outreach and RAC marketing, technical consulting and oversight of a RAC demonstration project program
