L’approccio “Single Window” • “The essence of the single-window approach is the bringing together of government services, or information about them, in order to reduce the amount of time and effort citizens must expend to find and obtain the services they need” (S. Bent, K. Kernaghan, B. Marson, “Innovations and Good Practices in Single-Window Service”, CCMD, March 1999)

L’International Trade Single Window Sistema che consente agli operatori di fornire informazioni e documenti standardizzati alle dogane e ad altri organismi che intervengono a vario titolo nella circolazione delle merci, una sola volta, attraverso un’interfaccia interamministrativa unica che si occuperà di diramare l’informazione a tutti i soggetti interessati.

Il caso USA: l’ITDS (www.itds.gov) • US Safe Port Act (2005), Section 405: scopo dell’ITDS è: “… to eliminate redundant information requirements, to efficiently regulate the flow of commerce, and to effectively enforce laws and regulations relating to international trade, by establishing a single portal system, operated by the United States Customs and Border Protection, for the collection and distribution of standard electronic import and export data required by all participating Federal agencies.“ Al Segretario del Tesoro spetta il compito di sovraintendere la sua costituzione, facendo in modo che questo venga implementato non oltre la data di ultimazione dell’ACE. “…All Federal trade agencies that require documentation for clearing or licensing the importation of cargo shall participate in the ITDS”.
