Design Standards for Earthen Waste Storage Structures • Earthen Waste Storage Structures shall be designed according to NRCS Conservation Practice Standard 359 - Waste Treatment Lagoon and regulations set forth in the Illinois Department of Agriculture – Livestock Management Facilities Act. • Important Design Criteria: 1. Facility must store manure, wastewater, precipitation minus evaporation, depth of 25-year, 24-hour storm on the surface area, runoff from 25-year, 24-hour storm from contributing area. 2. The minimum elevation of the settled embankment shall be 1 foot above the lagoon’s required volume (i.e. 1 foot freeboard). 3. Side slopes shall not be steeper than 2H:1V. 4. The maximum operating level shall be the lagoon level that provides the required volume less the 25-year, 24-hour storm event. The maximum drawdown level shall be the lagoon level that provides the volume of manure, wastewater, clean water, and accumulated sludge. A marker shall be installed indicating these levels. 5. A clay liner may need designed with a thickness and permeability so that specific discharge is less than 1 X 10-7 cm/sec or 3.15 ft/year. 6. No lagoon shall be constructed within the floodway of a 100-year floodplain.

NRCS Procedures for Structure Design • Conduct soil borings as required, including permeability testing • Using the required specific discharge, calculate liner depth (thickness) to meet permitting requirements • If seasonal high water table is present, design perimeter drainage system to avoid uplift pressures on liner • Design structural measures to avoid damage to liner during agitation, filling (pipe outlets) or emptying, AND erosion damage after construction but before filling

After Construction Liner Testing • NRCS will test the liner to ensure that it will comply with regulations prior to placing the lagoon into service. • The in-place density will be compared to proctor density curves to determine if proper compaction has been achieved. • Moisture content of liner must have allowed for proper density (i.e. – 95% standard proctor density). • Typically, NRCS uses the rubber-balloon method for determining in-place density. See illustration on next slide. • NRCS will provide the operator with documentation stating the liner meets compaction requirements. The operator will then provide this information to the State of Illinois.
