  2. A single quality label for enterprises performing energy performance work • This commun label is for the existing certification schemes

  3. A need to simplify quality labels and certifications for end-users • Different quality labels for the same installations • The garantee of competences of installers acting on the market is not homogenous • Criteria for obtaining the quality labels vary (accreditation of the training provider, proof of competences, examens, renewal of the certification…) The quality labels and certifications need to be encouraged but should not confuse the end-users

  4. Actions undertaken by public authorities • Launch of a global label « Reconnu Grenelle Environnement » • Launch of a corresponding Communication campaign • Eco-conditionnality (to be established)

Label « Reconnu Grenelle Environnement » (1) • Objectives: • Match the requirements of the existing certifications and improve their visibility towards end-users • Avoid negative examples that could undermine the reputation of the certifications • Support professionals towards more skills and competences • Encourage more investments from property owners and in general contracting bodies To define commun requirements for all certification schemes and quality labels

Label « Reconnu Grenelle Environnement » • Applies to the following technologies • Energy Efficiency improvement (insulation, joinery, heating) • RES installations : • Photovoltaïcs • Solar thermal • Heat pumps • Biomass stove Technologies dealt with by QualiCert (except shallow geothermal systems)

Label « Reconnu Grenelle Environnement » Method Work launched by ADEME and the French ministry for sustainable development Concertation between public authorities, CAPEB, FFB and certification/ qualification organisations The existing best pratices of all certification schemesset as quality requirements Commitment through a Charter co-signed by all stakeholders Charter signed on the 9th of November 2011

  9. The requirements of the Charter « Reconnu Grenelle • Environnement » are in line with QualiCert • recommendations

The existing organisations delivering qualification and certification to companies should have commun features • Main requirements of the Charter for the organisations • Neutrality and independance of the organisation delivering the quality label • The training schemes leading to qualification must be accredited by COFRAC

The existing organisations delivering qualification and certification to companies should work with commun criteria • Main requirements of the Charter for delivering the certification to • Companies (1) • Bring proof of competences of the technical referent through training • Proof of the relevant experience of the company with appropriate references • Quality garantee of the entire supply chain (subcontrators should be certified ultimately) • The company should be insured for the installations it performs

The existing organisations delivering qualification and certification to companies should work with commun criteria Main requirements of the Charter for delivering the certification to companies (2) • Performance of all or part of the installation setting-up • On-site control of the installation: conformity to the building code? Quality of the service provided? • Minimum level of activity of the company (or refresh training) • Complains from end-users must be addressed • Withdrawal of the qualification in cause of faulty installations • Renewal procedure

Communication campaign (2) • Schedule: launched on 9th of November 2011 (Signature) • Main target group (but not exclusively): private building owners • Message: raising awareness of private building owners regarding the importance of high quality installations and direct them to a single quality label • Secondary objective: encourage installers to search for an upgrade in the quality of their installations

Eco-conditionnality under study • Progressive implantation • 2012-2013 : existing labels are expected to evolved towards qualifications in line with the global label (RGE) criteria • 2012 : Launch of « eco-avantage » • 2014 : Strict eco-conditionnality will apply: public incentives for end-users will be linked to the qualification of installers under RGE global label

RGE label and training Proof of competences for the technical referent: in line with RES Directive (Annexe IV) Training for RES installers for solar thermal, PV, heat pumps, biomass stoves should be: • Vocational training leading to qualification with exam on both theoretical and practical aspects • OR continuing training (accreditated); knowledge should be verified The proof of competence is required for each technical referent

RGE label and training • Proof of competences for the technical referent • in line with RES Directive (Annexe IV) • Both kind of training should cover: • Market and resources • Logistical aspects • Safety of installations • Public incentives • Economic viability • Design, setting-up and maintenance of installations • National and European legislation related to RES installations

QualiCert activities in France and political endorsement of the project • Qualit’EnR is part of the consortium • Roundtable in May with the participation of the Ministry of Environment (DGEC bureau in charge of article 14.3 implementation) a well as the main stakeholders (Qualibat, QUALIFELEC, COFRAC, FFB) • National consultation from May until October, using QualiCert manual as a baseline

  21. QualiCert activities in France and political endorsement of the project • The QualiCert project has: • Brought together the stakeholders • Provided a platform for discussion • Provided a reliable baseline to support the implementation work of the Ministry of Environment
