Chapter Summary (continued) Section 2: Supporting the War Effort After Congress declared war in 1917, America had to mobilize its military and economy. The U.S. established a draft to increase the size of its army. Women and African Americans stepped up to fill the labor shortage. The government worked to build public support and suppress criticism of the war.
