  2. Objective ARIAL programme • General: Promote the political recognition and engagement of Local Governments as partners of development in ACP countries • Specific: 1. Representation of LGs at national level is strengthened and consolidated (by Local Government Associations) 2. Idem at regional level (by Regional Local Government Associations) 3. Idem at (sub-)continental level • Focus on Lobby & Advocacy

  3. Focus on Lobby & Advocacy • Knowing the LGs’ development needs • Knowing the various donors and their procedures • Distribution of this information (1+2) to the membership • Communication and policy strategies (on the basis of 1+2) • Best-practice examples (using 1 – 4)

  4. Activities • Assessment of national LGAs in ACP countries • Two modalities: • Capacity building of existing LGAs, RLGAs and sub-continental LGAs • Support to emerging LGAs (Emerging Local Government Association Facility – ELGAF) National LGAs: • Training ondevelopmentopportunitieswithnationalinstitutes and donors – esp. EU • Support LGAs in knowing the membership’sdevelopmentneeds • Communicationstrategies and policydialogue (training in collaborationwithRLGAs)

  5. Activities Regional: • Support to Regional Local Government Associations (staff) • Support RLGAs in obtaining information on the development needs of their members • Training to RLGAs on opportunities for development with regional donors and regional / national institutes (esp. EU) • Communication strategies and policy dialogue

  6. Activities (Sub-)continental level: • 2 staff members are trained on opportunities for development at national, regional and continental level • Set-up and management of an information network (knowledge sharing platform) in collaboration with the ACP Local Government Platform (Brussels)
