About MOPAN The Multilateral Organisations Performance Assessment Network (MOPAN) is comprised of 18 donor countries with a common interest in assessing the effectiveness of the major multilateral organisations they fund. Starting in 2015, MOPAN will be implementing a revised approach to assessing multilateral organisations (“MOPAN 3.0”) .
MOPAN’scurrentassessmentapproach MOPAN currently assesses a number of multilateral organisations (MO) in developing countries each year MOPAN collects data through: a survey of each MO’s partners at both the headquarters and country levels, Review of documents published by the MOs Interviews with staff members MOPAN currently does not and will not rank the performance of MO’s.
Launch of the MOPAN Call For Tenders • In July 2014, MOPAN plans to launch a Call for Tenders (CFT) to select a service provider over a multi-year period to perform future assessments • Bidders will have around six to eight weeks to respond (the deadline will be in September) • Offers must be written and delivered to the OECD by the due date • Details will be in the CFT • Bidders may respond as a company, organisation or consortium • Subcontracting during the contract will be permitted • No budget guidance will be provided
The future approach (MOPAN 3.0) Service Providers will be asked to: Assess the performance (organisationaleffectiveness and results) of multilateral organisationsat the headquarters and country levels. Draft a report about each organisationassessed. Potentially provide inputs into a data repository. Data collection methods are likely to include Document review (possibly with a meta-synthesis of evaluations) Surveys Interviews of different stakeholders There will be changes to the methodology currently used by MOPAN. Case studies may be introduced.
Evaluation criteria • MOPAN are likely to use some or all of the followingcriteria to evaluate the responsesreceived: • General information • Capacity, including capacity for quality assurance • Relevant experience, including on collection and analysis of development related data • Technical expertise relating to assessing organisational performance, including results • Understanding of multilateral development/humanitarian organisations • Implementation approach/methodology • Overall quality of response • Financial proposal (value for money) • The precisecriteriawillbespecified in the Call for Tender
Aims of MOPAN’s assessments (current and future) Generate relevant, credible and robust information that MOPAN members can use to fulfil their responsibilities and domestic obligations as bilateral donors. Provide an evidence base for MOPAN members, multilateral organisationsand partners to discuss effectiveness in order to build better understanding and improve performance. Promote dialogue between MOPAN members, multilateral organisationsand their partners on organisationallearning and effectiveness, including at the country level. Strengthen the organisations’ contribution to overall greater development and humanitarian results.
